_*As of June 1st, 2025, this position will have a flexible work arrangement that allows for up to 50% telework with a minimum of 50% working in Department of Human Services (DHS) offices in Saint Paul, Minnesota per month._
_*As of June 1st, 2025, applicants must reside within the state of Minnesota or within a county bordering Minnesota or move to Minnesota or a county bordering Minnesota prior to the start date of their employment._

The Data Analyst will perform data and fiscal analysis work within the Office of Inspector General (OIG). You will be responsible for helping to implement the OIG’s data strategy and expand the use of data to empower better decision-making, program compliance, and program integrity in partnership with OIG’s four divisions:
+ Background Studies Division (BGS): Performs over 350,000 background studies per year on virtually all individuals who provide health care or human services in Minnesota on behalf of county, state, and federal entities, as well as Tribal governments.
+ Program Integrity Oversight (PIO): Investigates unauthorized use of the state’s publicly funded health care, cash assistance, and child care programs. Investigatory scope includes over 100 provider types, as well as individuals who may misrepresent their eligibility to access program funds and services.
+ Licensing Division: In cooperation with counties, licenses approximately 24,000 service providers and monitors and investigates compliance with Minnesota laws and rules, protecting the health, safety, and rights of those receiving services by requiring that providers meet minimum standards of care and physical environment.
+ Chief Legal Counsel Division: Serves as the chief legal advisor to the Inspector General and manages and oversees legal functions across OIG.
Responsibilities include but are not limited to:
+ Implement the Office of Inspector General’s data strategy and expand the use of data to empower better decision-making, program compliance, and program integrity in partnership with OIG business partners.
+ Create dashboards, visualizations, reports, and presentations of data analyses to inform management decision-making and assist in strategic planning.
+ Respond to internal and external requests for data and information related to OIG data.
+ Provide technical consultation to OIG management and staff in data analyses, analytic model development, payment methodologies, cost analyses, statistical and analytic techniques, research methodologies, survey design and evaluation, performance measurement, statistical analysis methodologies, data governance, and OIG data systems and tools.
Minimum Qualifications

Three (3) years specialized professional experience analyzing and reporting with data; performing spatial or statistical analysis or modeling; or managing data and querying databases.
Experience must include demonstrated proficiency in the following:
+ Structured Query Language (SQL);
+ data collection, data analysis, data manipulation, transformation, and interpretation;
+ data visualization tools including Tableau, Power BI, or Looker; and
+ analytic tools including Alteryx, R Studio, SAS, Databricks, Python, Anaconda.
A Bachelor’s Degree in Computer Science, Applied Mathematics, Physics, Statistics or area of study related to data sciences and data mining, economics, finance or other analytical fields may substitute for one year of experience.
OR
Master’s Degree in Computer Science, Applied Mathematics, Physics, Statistics or area of study related to data sciences and data mining, economics, finance or other analytical fields may substitute for two years of experience.
Preferred Qualifications
+ Experience working directly with internal or external clients to gather requirements and ensure user acceptance of deliverables
+ Ability to implement instrument-based program monitoring, key indicator systems, differential monitoring, risk assessments, weighting systems, outcome-based measurements, and fraud detection models in a large complex regulatory system
+ Experience with programming language (Python, R, SAS, Java, Scala) in addition to Structured Query Language (SQL)
+ Advanced Alteryx and Tableau knowledge and experience
+ Data Warehouse experience
+ Experience in data modeling
+ Identify and analyze problems, spot issues, investigate them, and determine information validity
+ Variety of experiences working effectively with others from different backgrounds and cultures
