The Maryland Transit Administration (MTA) is seeking an experienced and dynamic individual to serve as the Infrastructure Modernization Program Director (IMPD). The IMPD will lead the strategic planning, execution, and oversight of a comprehensive transit infrastructure modernization initiative. This role requires strong leadership, exceptional program management skills, and a commitment to enhancing transit services through innovative solutions. The IMPD will work closely with various stakeholders to ensure successful program delivery, adherence to budgetary constraints, and alignment with organizational goals.

Key Responsibilities:

Administrative Management:

- Develop and manage the program-level budget, ensuring effective allocation of funds across various projects and activities.

- Oversee procurement and contracting processes for consultants, contractors, and vendors essential to the modernization program.

- Optimize staffing, including program team members, project-specific personnel, and external subject matter experts.

- Implement comprehensive change management strategies to support the adoption of new technologies and operational practices.

- Prepare and present regular program updates, performance reports, and documentation to facilitate informed decision-making and transparency with stakeholders.

Program Planning and Oversight:

- Create and maintain a detailed program plan outlining the modernization initiative's scope, timeline, budget, and key milestones.

- Coordinate the efforts of stakeholders, including transit agency leadership, engineering teams, construction contractors, and regulatory bodies.

- Monitor program progress, identify and mitigate risks, and adjust plans as necessary to ensure successful implementation.

Project Management:

- Oversee the execution of individual projects within the modernization program, ensuring alignment with overall program goals.

- Manage project schedules, budgets, and resource allocations to achieve timely and cost-effective project delivery.

- Facilitate effective communication and collaboration among project teams, stakeholders, and external partners.

Stakeholder Engagement and Coordination:

- Serve as the primary liaison for stakeholders, including transit agency executives, local government officials, community groups, and the public.

- Develop and implement stakeholder engagement strategies to gather input, address concerns, and build support for modernization efforts.

- Coordinate with relevant departments and agencies to ensure the integration of the modernization program with broader transit system initiatives.

Technical Oversight and Quality Assurance:

- Provide technical expertise and guidance to project teams, ensuring compliance with industry standards, best practices, and regulatory requirements.

- Oversee the development and implementation of quality assurance and quality control measures to verify the integrity and performance of modernized transit infrastructure.

Reporting and Documentation:

- Prepare regular progress reports, performance metrics, and documentation to keep stakeholders informed and support decision-making.

- Maintain comprehensive records related to the modernization program, including project plans, designs, contracts, and operational data.

Qualifications

Education: Bachelor’s degree in engineering, a related field

Experience: Minimum of 15-years of experience in program and project management, preferably in transit or infrastructure sectors.

Selective Qualifications:

Proven leadership skills with a track record of managing large-scale programs and projects.

Strong analytical and problem-solving abilities to navigate complex project environments.

Excellent communication and interpersonal skills to engage effectively with diverse stakeholders.

Knowledge of transit systems, infrastructure development, and industry best practices.

Proficiency in project management software and tools.

Licenses & Certifications

+ Certified Planning and Scheduling Professional (PSP).

+ Proficient in Primavera P6 Professional Project Management (P6).

+ Knowledge of the Code of Maryland Regulations (COMAR) and procurement guidelines.

+ Project Management Professional (PMP) certification.

+ Certification in Construction Management (CCM) or similar credentials are advantageous.
