This position leads strategic stakeholder engagement for Employee Insurance at MMB, with a focus on labor relations. Employee Insurance has a history of effective collaboration with labor union partners, and this position will seek to build on those past successes. The Labor Partnerships Manager for Insurance will independently cultivate strong relationships with labor representatives, identify shared priorities, and lead initiatives that deepen union engagement with the State’s insurance programs. This position will also lead biennial insurance coalition negotiations, present arbitration cases related to the insurance article of the bargaining agreements, develop and participate in labor relations training, resolve grievances with union agents, and provide other high-level leadership in all aspects of insurance-related labor relations work. Internally, the Labor Partnerships Manager for Insurance will regularly collaborate with other Employee Insurance leaders to work towards programmatic goals, chiefly ensuring member access to medical and dental care while containing plan spending, and with the Labor Relations Division in order to ensure alignment with broader agency workforce goals.
Programs administered by Employee Insurance include:
+ The State Employee Group Insurance Program (SEGIP) for over 130,000 insurance eligible employees, retirees and dependents from all 3 branches of government, Minnesota State, and quasi state agencies;
+ The Public Employees Insurance Program (PEIP) for approximately 30,000 public employees, retirees and dependents of participating local units of government including towns, cities, counties, and school districts.
This position is eligible for a hybrid telework arrangement. Onsite attendance will be required for team members or as requested by management to meet business needs. Completion of a telework agreement will be required.
Minimum Qualifications
+ **Five (5) years** of advanced professional-level human resources or labor relations experience;
+ OR a **Bachelor’s degree** in human resources, industrial relations, business, public administration, or related field **plus four (4) years** of advanced professional-level human resources or labor relations experience;
+ OR a **Master’s degree in Industrial Relations** or a **J.D.** **plus two (2) years** of advanced professional-level human resources or labor relations experience;
+ OR a **J.D.** **plus two (2) years** of arbitration, mediation, or litigation experience as a practicing attorney.
In addition, all applicants must have:
+ Experience working in a collaborative joint labor-management environment.
+ Experience with insurance benefits, including negotiating or interpreting insurance-related provisions in a unionized setting.
+ Knowledge of collective bargaining agreements, labor relations principles, and their application to employee benefits.
+ Strong facilitation and communication skills to build consensus and educate stakeholders.
+ Demonstrated ability to build relationships with labor representatives and understand union perspectives.
+ High-level interpersonal skills, professionalism, and discretion in labor-management contexts.
Preferred Qualifications
+ J.D. or LL.M., particularly with coursework or emphasis in labor law or employee benefits law.
+ Experience negotiating insurance provisions in public sector collective bargaining agreements.
+ Deep knowledge of state employee insurance benefits, such as the Minnesota Advantage Health Plan or other administered benefits.
+ Experience representing or advocating for management in labor relations proceedings (e.g., rights or interest arbitration, mediation).
