This position covers the State of Minnesota inspecting plumbing, specifically, the North Central Territory. The position will work from a home office, preferably located in one of the following counties: Cass, Crow Wing, Hubbard, Itasca, Otter Tail, Wadena, Wilkin.
This position guards the health and safety of occupants and users of buildings and other facilities in Minnesota through inspection that ensures compliance with the provisions of the Minnesota Plumbing Code and other statutes and rules related to, or impacted by, plumbing installations. The incumbent will assist in education, examination and licensing of plumbers as well as to provide technical support and consultation to municipal inspection programs through the advanced level of understanding of plumbing principles and practices and the uniform application of the Minnesota Plumbing Code. This position will also investigate violations of the Minnesota Plumbing Code and violations of plumbing licensing and inspection laws. Performs other duties as assigned.
Responsibilities include:
+ Provide technical support and consultation to city and county environmental health and plumbing inspection personnel on their programs, so they may understand principles and practices of plumbing and apply uniform application of the Minnesota Plumbing Code and plumbing and water conditioning licensing and inspection requirements.
+ Conduct on-site inspections of utility services which includes water services, building sanitary sewers, building storm sewers, and storm drainage pipes serving catch basins and other drainage structures within the property lines.
+ Conduct on-site inspections of plumbing and water conditioning installations to ensure that installations comply with the Minnesota Plumbing Code.
+ Provide consultation expertise and services to Plumbing Engineering staff in their review of plumbing plans, fees and specifications, as requested.
+ Assist with developing examination questions for the plumbing and water conditioning license examinations to assure that the licensee is knowledgeable about the rules and standards that relate to the issuance of the license.
+ Assist other department staff in planning training seminars, presenting at training seminars, or in other administrative office assignments as needed.
Minimum Qualifications
+ Licensed in the state of Minnesota as a journeyworker or master plumber.
+ Thorough knowledge of plumbing theory and various phases of building construction related to the installation of plumbing systems.
+ Knowledge of state, local and federal regulatory functions in order to correctly address Plumbing Code and related matters affecting regulators and constituents at these levels of government.
+ General knowledge about the following phases of building construction in order to provide competent technical consultation or on-site evaluation services to division clientele in areas of their expertise: structural, electrical, plumbing and heating systems, building material properties; building manufacturing procedures; operation of inspection or approval agencies; objectives of quality control procedures.
+ Ability to read and interpret plumbing plans and specifications, in-order to determine code compliance.
+ Ability to effectively communicate in writing and verbally and in public speaking forums.
+ Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
Preferred Qualifications
+ Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
