Summary This position is located in the Contracts and Grants Directorate, Office of the Chief Operating Officer. This is a non-supervisory, non-bargaining unit position. The position description number for this position is 181854. The incumbents for this position will work a full-time, flextime, compflex, or maxiflex schedule. Relocation expenses will not be authorized for the person selected under this vacancy announcement. Responsibilities Maintains various systems, applies administrative policies and procedures, handles travel and other staff requirements for the Contracts and Grants Directorate. Drafts correspondence, reports, and memoranda related to administrative management and concerns. Provides advice and guidance on administrative questions and situations. Identifies and performs routine liaison tasks to support the organizational planning process for the Contracts and Grants Directorate. Prepares and assembles charts, data, reports, and narrative and statistical materials provided for meeting presentations and on-going organizational planning. With the supervisor's assistance, performs and monitors established administrative management requirements for the Directorate with well-established dynamic administrative requirements. Provides administrative services related to space, conducts space analyses, and determines alternatives solutions when space problems arises; prepares necessary correspondence, justification for space allocation, and related administrative details. Maintains liaison with Facility Services, Design and Construction, and other offices within the Library of Congress. Coordinates the administrative aspects of office moves, office space allocation, and other facility improvements including furniture, equipment, and other basic operational services. Perform property management tasks, prepares necessary documents for accession and deaccession of property. Coordinates basic, established requirements for management of services and supplies in the Contracts and Grants Directorate. Conducts periodic Inspections for safety concerns and evaluates safety and mishap incident reports. Ensures corrective actions are taken to correct safety deficiencies. Manages office supplies. Sets up and maintains systems to control purchasing and the use of supplies. Assists in performing routine tasks in support of the administration of a small, stable budget involving basic administrative expenses, such as disseminating guidelines for participating in the budget formulation and execution process. Reviews budget calls, and explains schedules and data requirements to the Director, and senior staff within the Contracts and Grants Directorate. Collects information on anticipated needs in preparation for the new budget cycle. Advises the Director and senior staff on the practical and technical aspects of the budget. Serves as one of the Contracts and Grants Directorate's liaison with the Library of Congress budget office. Addresses and resolves routine day-to-day operating problems or issues within the human resources area. Evaluates and assists in addressing routine human resources operating problems or issues. Provides guidance and assistance to the Director and senior staff of the Contracts and Grants Directorate, in regards to human resources administration activities such as coordinating personnel actions and tracking their status to ensure that suspense dates are met, performing leave administration, assisting senior staff with preparing proper materials for addressing removal and conduct issues, adverse actions, promotions, training, and staff recognition. Analyzes organizational requirements and provides advice of a routine nature to support the procurement process, such as disseminating guidelines to organizational staff on the documentation and justification required for requisitions. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to perform administrative management functions for an organization including human resources, budgeting/finance, and contracting/procurement.** Ability to perform financial activities.** Ability to utilize computer technology and applications. Knowledge of human resources management principles and methods. Ability to communicate effectively other than in writing. Education There are no education requirements for this posting.
