    Description

    This is a professional position that is primarily responsible for the efficient and orderly operations of the City motor pool and equipment fleet. This position is responsible for the maintenance and repair of vehicles and equipment. Works under the close supervision of the Streets and Utilities Supervisor or equivalent.

    Essential Job Functions

     

    An employee in this position may be called upon to do any or all the following essential functions. These examples do not include all the duties which the employee may be expected to perform. To perform this job successfully, and individual must be able to perform each essentially function satisfactorily.

     

    •Works cooperatively with the Streets and Utilities Supervisor or equivalent, Deputy City Manager or equivalent, staff and other City Departments to evaluate and recommend fleet and equipment evaluations and replacement purchases

    •Perform skilled duties related to the maintenance and repair of City vehicles and equipment

    •Wire and install lighting and other emergency warning devises on vehicles and equipment

    •Weld, repair, fabricate and build various applications for equipment

    •Operate lathes, boring/milling machines, drill presses, and other machinery on the fabrication of parts and equipment

    •Sweep and scrub floors and work areas, empty trash and perform other work related to maintaining a clean work environment

    •Perform heavy manual labor

    •Set and review standards of fleet and equipment activities and plan, organize, schedule activities

    •Investigate inquiries and/or complaints made by staff, citizens, businesses or other personnel and follow up with corrective actions or communications, ensuring replies are provided

    •Maintains parts inventory and vehicle records

    •Participate in the development and administration of the budget

    •Keep abreast of new developments in the field and current issues through continued education, professional growth, cooperative relationships with peer agencies and other government units

    •Operates a variety of diagnostic instruments and a variety of hand, electric, and air-driven tools

    •Tests, services and repairs vehicles and mechanical equipment

    •Repairs brake, engine, electrical, fuel, hydraulic, transmission, ignition, air, exhaust, axle assemblies and related systems

    •Minor body repair/painting work

    •Changes and repairs tires and tubes

    •Conducts various analyses and inspections of vehicles and mechanical systems to determine the most cost-effective means of maintenance, repair or replacement

    •Provides emergency field assistance to disabled equipment as needed and appropriate

    •Assists in the preparation of bid specifications for vehicles and mechanical equipment

    •Maintains records, prepares reports and other specialized maintenance records of equipment and mechanical equipment

     

    Knowledge, Skills, and Abilities

    DESIRED MINIMUM QUALIFICATIONS:

    Education and Experience:

    •Bachelor’s degree in automotive technology preferred; Graduation with high school diploma or GED equivalent with combination of certifications, training and experience may substitute for degree preference

    •Five (5) years of related experience

    NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

    •Thorough knowledge of automotive mechanics, considerable knowledge of gas and diesel engines, transmissions, hydraulics, fire pumps and valves, generators, welding, price trends and grades or quality of materials and equipment

    •Working knowledge of the hazards and safety precautions common to municipal maintenance and repair activities along with knowledge of the practices, methods, materials and tools used in modern equipment maintenance

    •Skill in operation of automotive repair tools

    •Ability to establish and maintain effective preventive maintenance programs, policies and procedures

    •Ability to maintain effective accounting procedures

    •Ability to plan, prioritize, and carry out assigned projects to their completion

    •Ability to communicate effectively verbally and in writing

    • Ability to establish and maintain effective working relationships with employees, supervisors, vendors, and the public

    SPECIAL REQUIREMENTS:

    •Valid State Driver's with CDL Class A with N tanker endorsement or the ability to obtain one within six (6) month probationary period

    •This is a safety-sensitive position subject to the Department of Transportation (DOT) random drug & alcohol testing program

    TOOLS AND EQUIPMENT USED:

    •Motorized vehicles for mechanical testing purposes, power and hand tools, equipment for vehicle and mechanical system work; mechanic's tools including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance of motorized vehicles; electronic vehicle diagnostic equipment; personal computer, calculator, phone; mobile or portable radio

    •All tools and equipment are provided for by the City

Bending and stooping are frequent requirements.

    •While performing the duties of this job, the employee regularly works in the garage/shop, the field and occasionally in an office setting. The noise level in the work environment ranges from noisy to quiet. While working, circumstances may occur that are strenuous and may involve working with hazardous materials and require the donning of appropriate protective gear. The employee may be exposed to uncontrollable environments and circumstances, which may include working in confined spaces, at various heights, and in all types of weather conditions. The employee is required to drive in inclement weather.

    PERIPHERAL DUTIES:

    •May serve as a member of various employee committees

    •Serve general on-call Public Works support in accordance with the bargaining agreement

    Medical/RX, Dental, and Vision Insurance

     

    All full-time employees are entitled to participate in the Health Insurance Plan which includes Medical/RX, Dental, and Vision insurance after 30 days of employment as elected by the employee for the employee's spouse and their dependents.

     

    Health Reimbursement Arrangement

     

    Full-time employees and their dependents who participate in the Health Insurance Plan are entitled to maintain an HRA, Health Reimbursement Arrangement which has been designed to fund medical expenses towards the deductible.

     

    Flexible Spending Account (FSA)

     

    The City offers its full-time employees the option to contribute to a Flexible Spending Account, an account that an employee may put money into to pay for out-of-pocket health care costs.

    Defined Contribution Plan

    All full-time employees hired by the City maintain a Defined Contribution 401a Plan to save for retirement. The City contributes 15 percent of the employee's pay, and the employee contributes 1 percent of their gross pay.

    Retirement Health Savings Plan

    All new full-time employees hired by the City maintain an RHSP to save funds for retiree healthcare expenses. Employees contribute 1.5% of their gross pay and the City contributions an additional 1.5% of the employee's gross pay on a pay period basis.

    457 Deferred Compensation Plan

    Full-time employees may contribute towards a 457 Deferred Dompensation Plan. Contributing towards a 457 Deferred Compensation Plan allows employees to save and invest additional funds for retirement.

    Roth IRA

    Full-time employees may contribute towards a Roth IRA Plan. Contributing towards a Roth IRA Plan allows employees to save and invest additional funds for retirement.

     

    Sick Leave

     

    Full-time employees accrue sick leave monthly to compensate the employee when they are off work.

     

    Life and Long Term Disability Insurance

     

    Group term life and accidental death and dismemberment insurance policies are available to all full-time employees in the amount equal to the employee's annual salary rounded off to the nearest thousand dollars.

     

    A group long-term disability insurance plan is provided to all full-time employees after a 90-day elimination period.

     

    Vacation Leave

     

    Full-time employees accrue paid vacation beginning on their date of hire and are eligible to use paid vacation following the completion of their probationary period.

    Full-time employees may purchase an additional week of vacation during open enrollment.

    Vacation Sell Back Program

    Full-time employees after 5 years of service may sell back a week of vacation during open enrollment. Full-time employees with at least 10 years of service may sell back two weeks of vacation each year during open enrollment.

     

    Tuition Assistance

     

    Full-time employees after 1 year of service may apply for up to $2,000 annually for tuition reimbursement for coursework taken at an accredited community college, university, or graduate school.

     

    Recreation Discounts

     

    Full-time and Part-time employees and their immediate family members may receive discounts on various offerings through the Parks & Recreation Department.

    EAC

    The City has contracted with an outside agency to offer employees an Employee Assistance Center. This program is designed to help employees with any personal problems including but not limited to family, legal, and financial stress.
