Position overview:
SLAC¿s Project Portfolio Management Office (PMO) manages infrastructure and capital projects from conceptual development, through design, construction and occupancy. We plan and develop high-value, quality, long-term cost effective facilities and landscapes that enhance research objectives at SLAC, embrace our partnership with the Department of Energy (DOE) and Stanford University. We have an employment opportunity for an experienced Cost Estimator to join the team. In this role, you will be responsible for estimate preparation, development, review, and issuance of independent cost estimates. You will also be tasked with preparing conceptual and detailed cost estimates; develop material lists and quantity takeoffs; track and maintain local material and construction cost databases. You will also be responsible for performing cost estimate reviews and reconciliations for subcontracted cost estimates, ensuring estimates are developed in preparation for budgetary submittals, and detailed estimates are completed for potential change orders. This position reports to the Enterprise Systems Manager.
Your specific responsibilities include:
+ Assist scientific and conventional facilities project management teams in preparation of construction cost estimates or independent government estimates.
+ Prepare budgetary estimates based on conceptual design and specifications.
+ Review and reconcile cost estimates provided by third-party firms and other consultants to assure quality and consistency.
+ Perform cost reasonableness reviews and facilitate estimate adjudication at the request of the Project Director or Project Manager.
+ Perform peer reviews and reconciliations of internally prepared cost estimates, ensuring adherence to established processes, formats, and documentation standards
+ Evaluate and interpret design drawings, specifications, quantity takeoffs, and developing material lists.
+ Coordinate estimate setup, documentation, update, and closure.
+ Communicate estimate status to stakeholders.
+ Establish and maintain estimate metadata in the estimating database.
+ Maintain standard cost estimating tools, templates, and software.
+ Train project team members in the use of cost estimating tools.
+ Understand and correctly apply cost estimating factors for markups, contractor indirect, contractor overhead, owner¿s contingency, and owner¿s project labor support costs.
+ Perform life-cycle cost analyses, determining the most cost-effective options among defined alternatives.
To be successful in this position you will bring:
+ Bachelor¿s degree with 10+ years of experience in performing the above listed duties or a combination of education and relevant experience.
+ Subject matter expertise in multi-disciplinary project cost estimating for commercial, industrial, institutional and governmental projects.
+ Mastery of one or more unit cost estimating standards such as RS Means.
+ Significant expertise in interpreting design drawings, specifications, quantity takeoffs, developing material lists, and developing cost estimating, budgeting, life cycle cost analysis, and value engineering/management studies.
+ Significant experience presenting and explaining budgets, cost models and estimates, value engineering/management studies, life cycle costs analyses, feasibility studies, and construction estimates to customers and regulatory agencies.
+ Demonstrated ability to work with designers, engineers, and contractors regarding technical cost plans/models and cost estimating issues.
+ Excellent written and verbal communication skills and the ability to work effectively within a cross-functional team with diverse technical backgrounds.
+ Must possess excellent organizational skills with attention to detail and have the ability to manage several projects simultaneously.
+ Must be proficient in the use of standard cost estimating computing software, as well as MS Word, Excel, Outlook, and Project.
+ Significant experience and familiarity with DOE G 413.3 Cost Estimating Guide preferred.
+ Industry certifications in cost estimating such as PCEA/CCEA, CEP, or CPE are preferred, but not required.

The expected pay range for this position is $160,303 - $184,111 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs.
