ABOUT THE POSITION
The Clark County Regional Flood Control District (RFCD) is seeking qualified candidates to apply for the RFCD Deputy General Manager position. As a member of our team, you will assist in planning, organizing and administering a comprehensive regional flood control system. You will also manage master planning for flood control system and serve as an alternate for General Manager/Chief Engineer as necessary while supervising management team members.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.
Human Resources reserves the right to call only the most qualified applicants to the selection process.

MINIMUM REQUIREMENTS
Education and Experience: Bachelor's Degree in Engineering or a field related to the work, and six (6) years of full-time administrative and/or professional level experience in flood control planning and management, three (3) years of which were in a management capacity. Possession of an appropriate advanced degree is desirable. Equivalent combination of formal education and appropriate related experience may be considered.

Working Conditions: Attend meetings and functions outside of normal working hours.
Licensing and Certification: Must possess a valid Nevada Class C Driver’s License at time of appointment. Registration as a professional engineer in the State of Nevada is required or must be obtained within three (3) months of employment.
Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.
Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.
Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.
EXAMPLES OF DUTIES
+ Assists in developing and implementing goals, objectives, policies, procedures and work standards for RFCD; directs the preparation and administration of RFCD's capital improvement program.
+ Plans, organizes, supervises, reviews and evaluates the activities of professional, technical, maintenance and office support staff in specified administrative and/or operational areas of RFCD.
+ Contributes to the overall quality of the RFCD's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
+ Works with the RFCD Board of Directors, various advisory committees, boards and commissions, citizen groups and agency management to formulate policies and plans related to a comprehensive flood threat recognition system, mitigation and control system; directs master plan and design criteria updates.
+ Prioritizes and allocates available resources; reviews and evaluates program and service delivery.
+ Coordinates the acquisition of permits, land rights, and the project design and control of construction plans for flood control projects; oversees required relocation of facilities or individuals for such projects.
+ Directs the preparation of federal and state grants and other funding requests; ensures appropriate record keeping and reporting to various stakeholders and funding agencies.
+ Represents the agency in local and state-wide forums; makes presentations before the RFCD Board of Directors and various advisory committees, legislative, regulatory and community groups; oversees the best interests of RFCD in negotiations with others to provide services or take action supportive to RFCD.
+ Directs the selection of staff and provides for their training and professional development; interprets regulations and agency policies and procedures to employees; ensures effective morale, productivity and discipline of RFCD staff.
+ Directs the conduct of and conducts analytical and technical studies; develops and reviews reports of findings, alternatives and recommendations; directs the maintenance of accurate records and files.
+ Prepares and directs the preparation of a variety of written correspondence, reports, procedures and other written materials.
+ Monitors and interprets changes in laws and regulations related to flood control planning, development, and program implementation; evaluates their impact upon agency activities and develops and implements policy and procedural changes as required.
+ Uses standard office equipment, including a computer, in the course of the work; may drive a personal or District motor vehicle or arrange for appropriate transportation to and from various locations throughout the County in order to attend off-site meetings and visit off-site locations.
