    Duties Description Reporting to the Special Assistant (Emergency Management Policy), the Homeland Security Program Analyst 2 will continuously develop and implement the priority for Diversity, Equity, Inclusion, Access and Functional Needs into OEM’s response management plans by conducting research and coordinating with regional offices across the state. Duties include, but are not limited to the following: •Assign, prioritize, review, and evaluate the work of subordinate professional/support staff.•Monitor data trends from previous and current disasters to determine where vulnerable communities may need more community outreach and training from OEM. •Work across OEM sections to integrate community organizations’ considerations and guidance into OEM’s external programs and trainings.•Manage the development of best practices for incorporating access and functional needs as well as diversity, equity, and inclusion into emergency management planning, response, recovery, and overall programmatic efforts.•Plan, develop, and manage complex special projects on homeland security and emergency management trends.•Liaise with state, federal, public and private sector officials. •Organize, coordinate and facilitate meetings, work groups and training for diverse stakeholders.•Collaborate with senior and program management to establish fundamental industry related concepts and criteria and stimulate the development of new policies, protocols and techniques.•Manage and maintain relationships with local level organizations to reach the intended communities.•Coordinate requests for information from DHSES officials and other high-level sources for appropriate assignment, disposition, and response.•Examine data of underserved communities and identify what may be needed and determine outreach methods to make sure the needs are being offered and met.•Ensure that emergency management outreach and training offered is attainable for the underserved community members to participate. •Work with OEM’s Training and Exercise sections to develop methods to ensure these communities are included in current training/exercise activities.•Develop and maintain collaborative and effective working relationships with internal and external agency partners and community representatives.•Professionally interact with local, state, and federal government agencies and officials at all levels via telephone, e-mail, and in-person.•Travel may be required, up to 25%.

     

    Minimum Qualifications Non-competitive: one year of permanent service as a Homeland Security ProgramAnalyst 1; OR bachelor’s degree and three years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations. A master’s degree may substitute for one year of the experience.

     

    Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
