    Job Description:

    Roles and Responsibilities:

    + Directs the development of the Bus and Rail Operating and Capital Budgets to ensure adequate

    + funding of all planned expenditures. Directs the development of financial and operating

    + performance measures and targets based on analyses and Senior Management priorities.

    + Reviews analyses of financial performance against operating and capital budgets and against

    + established measures of financial and operating performance. Compares results with information

    + from other agencies. Recommends appropriate corrective actions.

    + Reviews analyses pertaining to relevant financial issues. Oversees the maintenance of a

    + comprehensive database for development and preparation of budget and financial presentations,

    + reports, press releases and reviews. Controls client/server Automated Budget System (ABS) for

    + operation.

    + Ensures appropriate contact with State officials (DOT, OMB, OLS, Governor’s Office), federal

    + agencies (DOT, FTA), APTA, other transportation properties and transportation advocacy groups.

    + Provides guidance on sound financial management and budgeting principles. Provides

    + appropriate training pertaining to budgeting processes, using client/server and personal computer

    + systems and applications.

    Education, Experience and Qualifications:

    + Bachelor's degree in finance, Accounting, Business Administration or another related field

    + MBA/ CPA desirable.

    Knowledge and Skills:

    + Eight years of budget and financial experience including five years of management level

    + experience.

    + Knowledge of mainframe, client/server and personal computer financial applications required.
