The Southeast Louisiana Flood Protection Authority - East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.
Position serves as a lead worker, exercising functional supervision, over a staff of lower-level maintenance personnel in the Floodwall Section of the Operations and Maintenance Division of the SLFPA-E. The incumbent will work under the supervision of the Maintenance Foreman, Maintenance Superintendent, Facilities Maintenance Manager A, B or C or the Maintenance Director.
The Maintenance Repairer Master is responsible for the maintenance and painting of steel or concrete structures, such as bridges, equipment, buildings, expansion joints, floodwalls, and other buildings/structures within the jurisdiction of the SLFPA-E. All work must conform to SLFPA-E policies and procedures, including safety practices. Incumbent receives job assignments and specific instructions from a foreman or supervisor. The position participates in appropriate SLFPA-E structured training programs as appropriate and attends all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. The incumbent must be self-motivated. Position performs at the advanced level. Tasks may be performed at SLFPA-E facilities or within Jefferson, Orleans and St. Bernard Parishes.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
One year of the required experience for the following minimum qualifications must have been on-the-job experience:
Three years of experience or training in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or as a parks building and grounds attendant; OR
Completion of a two-year vocational technical program in general building construction, construction technology, or engineering plus one year of experience in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or as a parks building and grounds attendant; OR
Twelve semester hours in construction management, construction technology, or engineering, or any combination of these courses plus one year of experience in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or as a parks building and grounds attendant.

Function of Work:
To provide assistance, guidance and limited support for an assigned group of not less than (2) two Maintenance Repairers and/or performing advanced journeyman level work in two or more of the following trades: Heating, Ventilation, Air Conditioning, Plumbing, Machinist and Welding; to independently maintain, service or to maintain, repair and install a variety of building machinery and stationary equipment using journeyman skills in several trades areas.

General from a maintenance supervisor of higher grade
Supervision Exercised:
Leadworker over Maintenance Repairers (minimum of 2) on a regularly assigned or recurring basis.

Job Distinctions:
Differs from other Maintenance Repairer jobs by its function as a leadworker and/or performance at the advanced journeyman level in the HVAC, Plumbing, Machinist, and Welding trades.
Examples of Work
The incumbent will perform the following duties:
40%
+ Performs advanced-level job duties such as interpret instructions on materials and examine surfaces to determine the level of work necessary.
+ Cleans, abrasive blasts, scrapes and brushes (both power and hand) steel and concrete surfaces in preparation for painting or sealing. This includes scraping, using sandpaper, removing old paint, utilizing pressure washer, etc.
+ Properly mix paints, and sealants, apply paints, varnishes, and other preservatives to surfaces using sprayers, rollers, pumps and brushes, according to instructions from the paint manufacturer.
+ Make on-site preparations such as building scaffolding, covering fixtures, drop cloths, tape off work area as needed.
+ Addresses safety infractions occurring in the field while on-site. Promptly notifies Maintenance Foreman of incidents for reporting purposes and for possible further personnel action.
+ Assures work of subordinates, while work is in progress and upon completion, the work follows current standards.
+ Serves as the liaison between subordinate workers and the Maintenance Foreman and other upper-level managers.
+ In the absence of the Maintenance Foreman, directs the sequence of work, assigns tasks and keeps records of work projects, status updates, etc. Assumes responsibility and responds to a wide range of situations in the absence of the Maintenance Foreman.

+ Performs the more complex types of repairs, such as masonry repairs to faults located between joints of flood walls.
+ Performs other advanced level duties, i.e., working with more complex materials, such as epoxy cement, epoxy sealants, and high tensile paints.
+ Receives master project plan/instructions developed by Maintenance Foreman and organizes the work effort of subordinate staff (Maintenance Repairers and Trades Apprentices), performing journeyman level carpentry, plumbing, electrical, plastering, painting, masonry, and other maintenance work.
+ Inspects and repairs buildings, grounds, structures, flood walls, valves, relief wells, and equipment owned or managed by the OLD to determine need for various types of repairs or maintenance work. Monitors workflow and progression of subordinates in the repairs and maintenance of OLD assets and reports such activity to the Maintenance Foreman.

+ Works alongside Maintenance Repairers and Trades Apprentices to execute masonry repairs to flood walls; plastering and painting cementitious finishes on flood walls, repairing or installing water bladder/stops on wall joints, constructing wooden boxes to fill with concrete, doing various carpentry jobs such as building boxes and shelves for storage and replacing damaged or rotten boards on trailers and dump trucks. Other journeyman level duties include, but are not limited to, performing light electrical work, touching up paint on repaired areas, installing flooring materials and coatings for floors or walls on various structures.

+ Supports other departments by providing equipment operation, flagging, labor and related support functions as needed.
+ Operates various equipment, such as winch truck, hydro-blaster, air compressor, extrusion pump, stake body truck, as required to support painting operations. Assists in cleaning and maintenance of equipment, including trucks, air compressors, abrasive-blasters, spray equipment and other tools to enhance service life and promote safe operations.
+ Participates in required training as directed by supervisor.

+ The incumbent will perform any and all other duties necessary or as directed by the Maintenance Superintendent, Facility Maintenance Manager A or others in the chain of command.
NOTE: The Southeast Louisiana Flood Protection Authority - East (SLFPA-E) is an emergency-oriented agency. Part of the SLFPA-E's mission is to protect the residents of the east-bank of Jefferson Parish, St. Bernard Parish and the east-bank of Orleans Parish from tidal surge, wind-driven water, and river flooding.
Incumbent is on 24-hour call and will be required to report for work and remain on duty in case of emergency (hurricanes, storm, or other conditions which could lead to flooding) until such emergency subsides. May be required to work at the Lake Borgne Barrier safe house and operate floodgates for maintenance or during a storm related or emergency event. May be required to install stop logs during high water emergencies as well as participate in the making of sand bags wherever needed.
