Job Description
Iowa Homeland Security and Emergency Management (HSEM) is seeking a highly motivated, detail oriented, solution focused individual to serve as the department’s Individual Assistance Grant Program Coordinatorwithin the Preparedness Bureau. The Individual Assistance Grant Program Coordinator will support the development and implementation of the Iowa Individual Assistance Grant Program.

What you will do
You will be an integral member of the HSEM team by providing subject matter expertise and detailed planning in support of the department’s mission by:
+ Support the development and implementation of the statewide Iowa Individual Assistance Grant program (IIAGP). Serve as a primary contact for the contracted entities and all partners including emergency management coordinators, local, state, and national partners. Strive to maintain strong effective working relationships with all partners. Provide day to day direction and administrative support to contracted entities, both during times of program activation and steady state. Review financial submissions from contracted entities. As needed, coordinate all activities with the team lead, Disaster Case Advocacy (DCA) Program Coordinator and leadership.
+ Conduct steady state outreach and coordination through planning, training and exercise. Assist in the development and maintenance of Standard Operational Procedures and Standard Operational Guides for all applicable users. Assist in the development and delivery of applicable training, exercises and educational outreach as necessary.
+ Assist with the identification of unmet needs and resource gaps with the program. Communicate any programmatic changes and/or process adjustments to all applicable partners in a timely manner. Assist in regular process audits with all contract partners. Assist in the coordination with internal staff and applicable contract partners to conduct post event after action reports.
+ Participate in state activations as an operations officer within the State Emergency Operations Center (SEOC). During activations, coordinate IIAGP meetings with providers, and when appropriate, coordinate with the DCA Program Coordinator for streamlined response and recovery. Collaborate with the DCA Program Coordinator, Voluntary Agency Liaison, contracted partners, and emergency management coordinators to support the coordination of the IIAGP in local long term recovery activity, including with long term recovery groups and community organizations active in disaster.
+ Be prepared to report to the SEOC as requested in support of an activation for real world events or in support of planned exercises. Provide regular updates and program coordination with Emergency Support Function (ESF) -5 (Emergency Management), team lead and leadership to be used for SEOC, ESF-6 (Mass Care) and recovery activities. Coordinate with ESF-5, team lead, leadership and the ESF-6 lead agency during a federal declaration with individual assistance and federal disaster case management.
+ Must be fluent in the use of WebEOC (crisis information management system utilized during a SEOC activation). Ensure timely follow-up with customers, including County Coordinators, State and Federal Agency Contacts, and representatives from volunteer groups and private sector.
+ Maintain a high level of knowledge and understanding of the Bureau's operation to assist the staff and Bureau Chief. If selected by management, be available as needed to deploy nationwide as an A-Team member for Emergency Management Assistance Compact (EMAC)requests.
+ Serve as the Department's subject matter expert for the IIAGP data management platform. Remain fluent in the platform's data tracking and reporting processes. During instances where the program is activated, regularly gather applicable data and incident metrics for inclusion into regular reports for distribution to all applicable parties. Regularly participate in process improvement measures, ensuring the platform remains functional and accessible for all user levels. Communicate potential platform improvements to the team lead and leadership.
+ Perform other general duties as assigned by the Director, Response Division Administrator or Preparedness BureauChief.

Travel: Some travel required.
This position will require a presence in the office on a regular basis. There will be a potential option for some remote work once on-boarding and training have been completed, but this is not a fulltime remote work position. Upon hire, applicants must reside in Iowa.
Working Hours: 7:00 A.M.- 3:30 P.M. or 7:30 A.M. - 4:00 P.M. or 8:00 A.M. - 4:30 P.M.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree any field, and experience equal to three years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work.
2) All of the following (a and b): a. Three years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
3) All of the following (a, b, and c): a. Two years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and c. Graduation from an accredited college or university with a Master’s Degree in Business or Public Administration, Economic, Engineering, Financial, Social, Health, Agricultural studies, or closely related curriculum.
4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as an Emergency Management Specialist 1.
