    Position Summary Information

    General Summary

    TheSr. Buyer/Procurement Specialist – Goods & Serviceshandlescomplex procurement and contracting dutiesand provides leadership of a procurement team. The Senior Buyer/Procurement Specialist is responsible for allcradle-to-grave procurement and contract administration activities.

    Essential Functions

    + Has authority to bind the Commission per the delegation of authority

    + Works closely with the director of the office of supplier diversity and inclusion ( OSDI ) to ensure minority business enterprise ( MBE ) goals are properly set on all assigned projects

    + Develops sources of supply using research techniques to collect and analyze data

    + Analyzes market conditions and product/technological developments for work application

    + Develops specifications and statements of work ( SOW ) and other terms and conditions of a solicitation with customers and team members

    + Analyzes and evaluates responses to complex solicitations for conformance to procurement requirements such as insurance, bonds, and scope of work, and reviews the award recommendations of others

    + Prepares, awards, and administers complex contracts and/or purchase orders including monitoring contractor’s deliverables and performance, changes/modifications, and contract closeout

    + Oversees, coordinates, and facilitates site inspections, pre-solicitation conferences, bid openings, and other related meetings

    + Conducts advanced price and cost analyses for bid award, proposal award, and reporting purposes

    + Contacts customers to identify and discuss needs, resolve problems and provide guidance regarding procurement process when necessary

    + Ensures the completion of service level agreements with customers

    + Processes complex order requests and determines the method of procurement based on the characteristics of the request

    + Composes advanced contracts and other required documents

    + Conducts vendor conferences and negotiates with vendors on large and complex purchases

    + Contacts, interviews and/or negotiates with suppliers to conduct market research, to resolve contract related discrepancies, to resolve delivery and billing disputes

    + Makes product/service award recommendations

    + Presents, for approval, contracts to supply chain approval authority

    + Trains procurement staff, customers, and suppliers on procurement principles, practices and techniques

    + Uses business software to create and maintain documents, reports, spreadsheets and databases

    Other Functions

    + Participates in the management and development of team projects

    + Assists in updating WSSC Water procurement policy and operating procedures involving the integrity of the contract and procurement process and enforces compliance with guidance contained

    + Handles special assignments and projects as necessary

    + Creates and prepares reports

    + Expert knowledge of business and relationship management principles and practices, purchasing, contracting and negotiating

    + Ability to perform cradle-to-grave contracting work of a complex nature

    + Ability to write clearly and concisely using proper language and grammar

    + Expert in applying laws, regulations, policies and procedures

    + Ability to effectively manage workload within a team setting

    + Ability to practice effective resource management for the team e.g. time management

    + Ability to promptly respond with courtesy to requests and complaints from the general public, vendors, customers, co-workers and external government agencies and work proactively to resolve issues

    + Ability to monitor, review, and optimize individual and team performance

    + Ability to train, coach and mentor staff

    + Ability to foster collaboration among team members, customers and vendors to accomplish team objectives

    + Ability to lead cross-functional teams across an organization to initiate, plan, and execute complicated, multi-threaded strategic and technical projects to successful completion

    + Strong organizational and project management skills

    + Excellent interpersonal skills are required to manage relationships within WSSC Water and with suppliers and/or subcontractors

    + Knowledge of contract administration principles and practices necessary to monitor contractor performance and resolve disputes

    + Ability to lead negotiation teams in negotiating prices, terms and conditions and settlement for competitively negotiated contracts and for the resolution of complex change orders and claims

    + Ability to analyze contractor financial statements and perform extensive computations on cost/price data analysis, including review of cost breakdowns to determine reasonableness

    + Ability to work under pressure, meet deadlines and adjust to changing priorities

    + Knowledge of procurement information technology and automated data processing applications

    Minimum Education, Experience Requirements

    + Bachelor’s degree and +5 years experience in procurement and contract administration

    OR

    + High School diploma (or equivalent) and 9+ years experience in procurement and contract administration

    Additional Requirements

    Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter.

    Preferences

    + CPM , CPSM , CPSD , CPPO , CIPM or CPPB certification

    + Designation as a Federal Government Acquisition Professional certified to Level II, or equivalent

     

    Salary$93,240 - $158,760
