Job Summary
The Senior Director of Government Affairs is pivotal in shaping and leading strategies to proactively represent Walgreens before legislatures, regulatory boards, and other government entities in California, Arizona, and Hawaii. This dynamic role involves building and nurturing relationships with governors, attorneys general, legislators, legislative staff, agency staff, business and industry leaders, and professional societies. The Senior Director evaluates and manages legislative and regulatory issues impacting the pharmacy industry and new business ventures for WBA (e.g., Walgreens Health). Additionally, this executive leads a team of Directors of Government Affairs.
These responsibilities support a strategic government affairs program designed to enhance Walgreens' community presence and fiscal advantages through innovative strategies and strong relationships. The Senior Director plays a crucial role in executing Walgreens' government affairs initiatives in California, Arizona, and Hawaii, driving company goals and business objectives while expanding the network of influential contacts. Furthermore, the Senior Director provides insightful analysis and communication regarding initiatives that affect the company.
Job Responsibilities
+ Develops and executes, in collaboration with the Vice President of State and Local Government Affairs, a comprehensive engagement strategy that represents the entirety of WBA/ Walgreens’ business. Plays a significant role in developing and executing legislative strategies, monitors legislation, and oversees corporate initiatives and community investment activities to achieve the company’s goals and business objectives. Develops short-and long-range strategies to manage critical issues.
+ Builds effective working relationships with key members of state and local elected officials and staff. Collaborates with cross-functional leadership teams to develop company business policies and strategies for growing the business while maneuvering in a rapidly evolving competitive environment. Provides leadership and direction for diverse and complex functions. Contributes to the development of the organization's business strategy. Interprets business strategy and develops organizational objectives to align with this strategy.

+ Monitors legislation and regulation and independently analyzes the impact on all of Walgreens’ business including identifying opportunities and risks, and effectively communicates those items to internal and external stakeholders in a timely manner.
+ Develops and execute legislative and regulatory response strategies.
+ Provides input into and plays a significant role in executing Walgreens’ government affairs strategies and initiatives to achieve the company’s policy goals and business objectives.
+ Maintains a proactive awareness of developments in legislative, lobbying, competitor practices, and general industry trends that could impact the conduct of business by the company and takes appropriate actions to positively influence such activities. May prepare collateral and support materials such as comment letters, policy papers, testimony, presentations, and advocacy memos.
+ Maintains political budgets. Organizes and directs staff to ensure prioritization and success with all market expansion projects and warrants the timely delivery of competitive intelligence information while also facilitating company responses to such information. Will manage and train lobbyists and industry trade associations.
+ Works collaboratively with internal business units to advance business development and operational efficiency goals leveraging Government Affairs tools.
+ Works with business units to mitigate competitive, contractual, brand and other risks as needed.
+ Works with State/Federal Government Affairs teams to coordinate activities across states and between state and federal governments.
+ Manages a team and has additional responsibility for managing consultants and contract lobbyists. Leads cross-functional work both within the Government Affairs department and across the enterprise, such as Operations, Privacy, Legal, and Compliance.

External Basic Qualifications:
+ Bachelor’s degree and at least 8 years of experience working in Federal, State and/or Local Government Affairs OR a High School Diploma and at least 11 years of experience working in Federal, State and/or Local Government Affairs.
+ Experience executing a successful Government Affairs program with a high degree of political sophistication.
+ Experience working with the political process.
+ Experience dealing with funding agency issues.
+ Experience working in a political environment with a high degree of political sophistication, comprehensive understanding of the political process, and knowledge of the intricate relationships among elected officials and their constituents.
+ Experience cultivating/maintaining relationships with elected officials, federal funding agency leadership and their staffs.
+ At least 5 years of experience contributing to financial decisions in the workplace.
+ At least 5 years of direct leadership, indirect leadership and/or cross- functional team leadership.
+ Willing to travel up to 35% of the time for business purposes (within state and out of state)
Preferred Qualifications:
+ Master’s degree or MBA
