    The Work You Will Do:

    Technical Analyst II in the Office of Information Technology

     

    This position serves as a bridge between business needs and technical solutions. This involves analyzing complex systems, gathering and documenting technical requirements, troubleshooting issues, and translating business needs into functional specifications. It also tests system functionality, creates technical documentation for users and generates reports to extract insights that drive business decisions. This position also includes responsibilities as a Change Manager, overseeing the controlled implementation of system modifications to ensure minimal disruption to business operations.

    Your Specific Responsibilities:

    This Technical Analyst position provides a bridge between business needs and technical solutions. Analyzes complex systems, gathers and documents technical requirements, troubleshoots issues, and translates business needs into functional specifications. Tests system functionality, and creates technical documentation for users and Office of Information Technology (OIT) teams. Creates reports, and extracts insights that drive business decisions. Collaborates closely with developers, engineers, and business stakeholders, effectively communicates technical concepts to non-technical audiences while ensuring implemented solutions align with Department objectives.

     

    Serves as the Change Manager. Oversees the controlled implementation of system modifications and ensures updates occur with minimal disruption to business operations. Establishes and enforces standardized processes for requesting, evaluating, approving, implementing, and documenting all Information Technology (IT) changes within the organization. Classifies changes based on risk and impact, coordinates Change Advisory Board meetings, evaluates technical implications, schedules changes during appropriate maintenance windows, and develops contingency plans. Also maintains detailed records for compliance and audit purposes, tracks implementation success, and continuously refines change procedures to balance the Department’s need for innovation with the imperative to maintain stable, secure, and reliable IT services.

     

    Coordinates and tracks requests for the Data Center and/or Florida Department of Transportation (FDOT) technical staff required to work on and support Department systems. Assists in maintaining accurate software inventory records for license entitlements and allocations within the computing environment.

    The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

    Knowledge of:

    + Knowledge of Windows server operating systems, networking infrastructure, and hardware. Knowledge of Disaster Recovery planning, exercises, and practices. Knowledge of vendor warranty, maintenance programs, and licensing terms for administration to ensure compliance. Knowledge of vendor licensing terminology and licensing entitlement rights. Knowledge of Information Technology asset management and inventory tracking tools.

    Ability to:

    + Ability to establish and maintain good working relationships with customers and vendors: Ability to log and track problems in a service desk database: Ability to work independently, plan, organize, coordinate and adjust work schedules to complete projects and other work assignments. Ability to plan, document and complete projects in a timely manner; Ability to communicate effectively both verbally and in writing; Ability to interact with organizational structure; Ability to collect, evaluate and analyze data to develop reports and make recommendations’ Ability to solve problems and make timely decisions; Ability to establish and maintain effective working relationships.

    Minimum Qualifications:

    + Eight years of experience in computer systems analysis, computer programming or in planning or designing distributed computer systems. Post-secondary education may substitute on a year-for-year basis for the required experience.
