HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Office of Development leads the implementation of the Mayor’s Housing Plan to create or preserve 300,000 units of affordable housing by 2026. This is performed in close collaboration with HPD colleagues, other City and state agencies, and the New York City Housing Development Corporation (HDC).
The Office of Development is composed of nine divisions:
- Executive Office Operations and Policy
- Division of Compliance and Enforcement
- Division of Housing Incentives
- Division of Building & Land Development Services
- Division of New Construction Finance
- Division of Homeownership Opportunities & Preservation
- Division of Preservation Finance
- Division of Special Needs Housing
- Division of Portfolio Management and Conversion
Your Impact:
The Tax Incentive Programs unit within the Division of Housing Incentives, administers a wide variety of tax abatement and exemption programs to facilitate private and publicly-subsidized rehabilitation and new construction and rehab programs throughout New York City. As Preservation Tax Analyst for the Tax Incentive Programs unit, you will gain invaluable knowledge in one the most complex and sought after tax benefits for rehabilitated residential buildings.
Your Role:
Under general supervision, the Preservation Tax Analyst will perform responsible work in the review and analysis of J-51 tax benefits for residential rehabilitation and preservation of existing housing stock. The review regularly involves coordination with the private sector and other city and state agencies. The position requires strong management and team-building skills, attention to detail, ability to multi-task and work under pressure, and excellent customer-service and communication skills.
Your Responsibilities:
- Manage a high volume of project applications for completeness, accuracy, eligibility, and prepares files for supervisory review;
- Conduct research using public and internal databases to validate application information;
- Track status of applications and documentation received as well as generates correspondence;
- Identify and analyze eligibility issues and troubleshoots applications problems;
- Provide programmatic and technical guidance to filing agents and members of the general public on issues relating to new construction tax application;
- Provide guidance to junior analyst on program details and application review;
- Monitor and maintain electronic data integrity and status of all assigned applications;
- Maintain complete and organized case files;
- Work with other Division staff to update and maintain tracking and case management systems and to compile Division-wide data for reports to senior managers, the New York City Mayor's Office and the City Council; and
- Assist New Construction Tax Benefits Director and other senior staff with special projects, as needed.

Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
