This position exists in the Minnesota Department of Human Services (DHS), Office of Inspector General (OIG), Licensing Division, and is assigned to and operates within the Child Care Center Licensing and Certification Unit.
In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.
Under the administrative direction of the Unit Manager, this position responsibilities include but are not limited to:
+ Assist in managing the development and implementation of all functions of the unit including directly supervising the supervisors of the unit.
+ Subject matter expert in laws, rules, and practices relating to child care center licensing and certification functions, maltreatment of children, background studies, data practices, audit and inspection processes, investigative processes, and related due process.
+ Responds to opportunities, issues and/or concerns of the public, consumer groups, providers, staff, governmental agencies, and/or media.
+ Assist the Unit Manager to represent the unit in meetings with the public, internal department partners, other state agencies, regulated parties, and stakeholder/constituent groups.
Minimum Qualifications

Demonstrated leadership experience*
*Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, or project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
AND
Four (4) years of experience in administration, management, and/or supervision of a licensed or certified child care center.
Experience must demonstrate the following:
+ Working knowledge of state and federal laws and rules applicable to child care licensing and/or certification functions
+ Knowledge of prevailing philosophies, trends and methods of service delivery used in child care center settings
+ Experience in recruiting, selecting, training, and retaining staff
+ Experience working and leading within a team environment
Preferred Qualifications
+ Bachelor’s degree or higher in Early Childhood Education, Elementary Education, Child Development, or related field (e.g. Social Work, Sociology, Psychology)
+ Demonstrated skills and abilities in the development of laws, rules, and regulations
+ Experience managing employee performance within the parameters of collective bargaining agreements
+ Comprehensive knowledge of supervisory and management theories and practices
+ Working knowledge of state protocols and tools used to conduct licensing and/or certification reviews and investigations
+ Working knowledge of data privacy and practices
+ Ability to direct group problem solving and negotiation processes to achieve measurable results
+ Variety of experiences working effectively with others from different backgrounds and cultures
