PURPOSE
The Project Manager III – Operations, Test, and Evaluation (OTE) provides leadership and oversight of research and projects conducted by the Autonomy Research Institute (ARI). Reporting to the Project Director of OTE, this role manages the planning, coordination, and execution of complex projects. Responsibilities include developing test plans and operational requirements, managing timelines and deliverables, coordinating range services, and collaborating with internal teams and external partners to meet strategic goals. The position supports both scientific research and operational testing efforts led by ARI and its partners.
RESPONSIBILITIES
Project Management: 45%
+ Plan, coordinate, and lead periodic project meetings with stakeholders to coordinate research related activities
+ Develop and approve schedules, priorities, and standards for achieving goals. Assist in development and implementation of Autonomy Research Institute (ARI) goals and provide ARI support to the University’s Strategic Plan
+ Work with internal and external partners to implement applicable contracted services
+ Conduct meetings with stakeholders to schedule and coordinate research activities
+ Prepare project plans including budget, timelines, resources, goals, and deliverables
+ Ensure current best practices are applied in vendor selection, contract negotiation, and project lifecycle
+ Acts as Test Officer for internal and external projects as assigned
+ Lead short- and long-term strategic planning and monitor plan execution and performance of assigned research
+ Coordinate test operations activities with the Operations, Test and Evaluation (OTE) department, OTE oversees all of ARI functions (software, engineering, maintenance, logistics, and flight associates), supporting client requirements and Unmanned Systems (UxS) operations per product testing standards
+ Provide Project Director, OTE periodic updates on project milestones
+ Perform other duties as assigned
+ Manages project portfolios in line with business strategies and in accordance with project management standards
Operations Support: 40%
+ Serve as mission commander, team leader and direct the activities of range services and other projects, which may include personnel as assigned
+ Monitor activities being performed, either directly or through assigned personnel, to ensure compliance with the approved project or test plan
+ Collect and integrate the results of the various project phases or subtests
+ Coordinate with OTE and ARI Safety personnel to ensure compliance with all applicable safety policies and procedures
+ Direct allocation of research project resources to meet ongoing commitments while providing support to other staff
+ Operates university vehicles/machinery between campus & field sites
+ Perform other duties as assigned
Administration & Support: 15%
+ Input data into project manager software
+ Research and provide synopsis to Project Director for potential funding opportunities
+ Develop and implement OTE Department guidelines and standard operating procedures
+ Write final formal report on projects for internal and external clients
+ Supervise staff and/or student workers as assigned
+ Perform other duties as assigned
QUALIFICATIONS
+ Bachelor’s degree in applicable field
+ Seven (7) years of related experience
+ Additional education/experience may be considered for the minimum requirements:
+ Associate degree and Nine (9) years of experience, OR
+ Master’s degree and Five (5) years of experience
SKILLS AND ABILITIES
+ Maintain a valid Driver's License
+ Evidence of persuasive communication and public speaking skills
+ Strong written and verbal communication skills
+ Intermediate proficiency in Microsoft Office Suite
+ High level of articulation and professionalism
+ Exceptional attention to detail
+ Critical thinking and proactive problem solving
+ Ability to take initiative and identify opportunities for improvement
+ Ability to either work in a team environment or independently with minimal guidance
+ Ability to manage and prioritize tasks, resources, and time effectively
+ Strong organizational, leadership, and supervisory skills managing professional staff
+ Experience working with federal, state and local agencies
PREFERRED QUALIFICATIONS
+ Experience utilizing UAS for scientific research
+ Experience setting and achieving strategic objectives
SALARY: Up to $7,000.00 Monthly ($84,000.00 Annual, Approximately)
+ NOTE: Salary commensurate upon education/experience.
