Minnesota Management and Budget (MMB) seeks a Continuity and Special Projects Coordinator to lead MMB’s internal continuity program, emergency management, and safety committee to promote a culture of preparedness and resilience across the agency as well as support a variety of agency operations projects related to continuous improvement.
Job duties for this position include:
+ Serving as MMB’s formally designated Continuity of Operations (COOP) Coordinator in accordance with the Governor’s Executive Order 24-01
+ Serving as MMB’s formally designated Emergency Preparedness and Response Coordinator (EPRC) in accordance with the Governor’s Executive Order 23-13
+ Developing and managing long term project plans for enhancing the agency’s continuity programming and overall preparedness planning seeking continual improvement over time.
+ Conducting Business Impact Analysis (BIA) for the agency on a recurring basis to identify problem areas and recommend appropriate mitigation strategies.
+ Coordinating MMB safety committee and workplace violence prevention and response program, including developing, evaluating, and maintaining safety policies and procedures.
+ Overseeing and managing trainings and exercises for employees on topics related to business impact analysis, emergency preparedness, workplace violence prevention, and process and procedure documentation.
+ Building relationships with continuity coordinators and emergency managers in partner state agencies, as well as directors and leadership in agency business units.
+ Developing and leading subject matter experts (SMEs) and teams across the organization to document and map business processes and procedures in a consistent way.
+ Providing planning, analysis, and documentation support on special projects impacting agency operations.
This position will be required to work onsite for at least 50% of their scheduled workdays each month.
Minimum Qualifications
+ Four (4) years* of program planning and analysis experience that includes:
+ Implementing and administering an emergency, logistical, safety, environmental, social, or continuity program, policy, or event
+ Developing and monitoring policies and standard operating procedures for large-scale programs, events, practices, or goals for continuous improvement and/or continuity
+ Working with an incident management or other data management system
+ Knowledge of business continuity standards and planning
+ Experience managing work using project management tools and frameworks.
+ Experience documenting and mapping work processes with teams, particularly in a continuous improvement context.
+ Presentation and group facilitation skills and the ability to communicate a wide spectrum of disaster recovery and business continuity and emergency preparedness principles to a diverse audience.
+ Ability to formulate, initiate, and lead problem analysis and resolution
+ Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.

*A bachelor’s degree in emergency management, business administration, strategic planning, continuous improvement, or related field may substitute for one (1) year of experience.

+ A bachelor’s degree (or higher) in emergency management, business administration, strategic planning, continuous improvement, or a related field
+ Knowledge of the National Incident Management System
+ Knowledge of state, federal, Tribal, or other municipality emergency preparedness and business continuity practices, procedures, programs, or goals
+ Certified Business Continuity Professional (CBCP), Certified Public Sector Continuity Professional (CPSCP), or FEMA Continuity Level 1
+ Knowledge of human resources, labor relations, health and other benefits, workers’ compensation, etc., that affect an employer’s emergency and continuity planning.
+ Knowledge of continuous improvement frameworks and methodologies, such as Lean, Six Sigma, or Human-Centered Design.
+ Knowledge of laws, policies, and labor contract provisions relating to health and safety
