The City of Littleton has an exciting opportunity for a proactive and detail-oriented **Facilities Operations Supervisor** to manage daily operations and maintenance of municipal facilities. This position leads a team of Facilities Maintenance Technicians and oversees the work of external contractors for HVAC, electrical, plumbing, and specialized maintenance services, ensuring the reliability, safety, and efficiency of building systems. This position is responsible for managing equipment procurement, installations, and upgrades; conducting inspections and system testing; and providing technical expertise building automation systems.
The successful candidate will have strong leadership skills, a technical background in facilities systems, and experience in regulatory compliance and project coordination. The ideal candidate will have excellent communication and collaboration skills.
This position will have the opportunity to work on a variety of projects and initiatives including the development of an Energy Management Program for the City. Other exciting programs include Building Automation Systems, Work order Systems, and Asset Management Systems. Currently, the FM department is establishing a new Capital Planning Program to optimize the use of Capital Funds.

Hiring pay range $93,480 - $103,320 per year
This full-time position is exempt per FLSA and is not eligible for overtime compensation.
**Work Schedule** : Primarily Monday – Friday, 7:00 am to 3:00 pm. This position will require after-hours availability for emergencies or critical maintenance issues. The department and Maintenance Team utilizes an On-call program to rotate and distribute the on-call after-hours workload.

ESSENTIAL DUTIES & RESPONSIBILITIES:
Facilities Operations & Maintenance
+ Supervises and oversees the daily maintenance and operation of HVAC, plumbing, electrical, and mechanical systems.
+ Supervises and supports a team of Maintenance Technicians, ensuring efficient task execution.
+ Performs preventive maintenance, diagnostics, and troubleshooting to resolve facility issues.
+ Ensures proper function of security systems, fire protection systems, and emergency power backups.
+ Oversees work orders, contractor coordination, and repairs to maintain building functionality.
+ Develops and implements maintenance schedules to minimize disruptions and downtime.
+ Responds promptly to facility-related emergencies, ensuring swift resolution.
Engineering & Technical Oversight
+ Provides expertise in building automation systems (BAS).
+ Develops and manages an Energy Management Program for the City.
+ Manages equipment procurement, installations, and upgrades as needed.
+ Conducts inspections, system testing, and performance evaluations to ensure compliance with standards.
+ Develops and oversee maintenance procedures for structural integrity, roofing, and facility infrastructure.
+ Stays current with emerging technologies and sustainability practices for facility efficiency.
Regulatory Compliance & Safety
+ Ensures compliance with OSHA, NFPA, EPA, and local building codes.
+ Performs safety audits and risk assessments to maintain a secure work environment.
+ Oversees regulatory reporting for fire safety, electrical safety, and hazardous material handling.
Vendor & Contractor Management
+ Oversees external contractors for HVAC, electrical, plumbing, and specialized maintenance services.
+ Reviews and approve contracts, work scopes, and budget allocations for building services.
+ Ensures vendors comply with safety, quality, and regulatory standards.
Reporting & Documentation
+ Maintains facility blueprints, schematics, and technical manuals.
+ Consults the FM Project Management team to ensure quality and that the proposed building modifications are maintainable.
+ Utilizes CMMS (Computerized Maintenance Management System) for tracking work orders and maintenance history.
+ Prepares reports on facility performance, maintenance activities, and budget planning.
MINIMUM QUALIFICATIONS:
+ High school diploma or equivalent; bachelor’s degree preferred, with a focus in Facilities Building Engineering, Mechanical Engineering, Electrical Engineering, or a related field; and
+ Five (5) years of experience in facilities maintenance or building systems engineering with hands-on experience with building automation systems (BAS) and energy management systems (EMS); or
+ An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.
+ Must be able to pass a pre-employment criminal background check.
+ Must be able to pass a pre-employment criminal background check, motor vehicle records check, drug screen and physical.
Preferred Qualifications:
Certifications, preferred but not required:
+ Certified Facility Manager (CFM) – IFMA
+ Building Operator Certification (BOC)
+ EPA Refrigerant Handling Certification
+ OSHA 30-Hour Certification
+ LEED Certification
KNOWLEDGE, SKILLS, ABILITIES:
+ Strong knowledge of HVAC, electrical, plumbing, mechanical systems, and facility operations.
+ Ability to read and interpret blueprints, schematics, and technical drawings.
+ Expertise in diagnostics, troubleshooting, and repair of mechanical/electrical systems.
+ Proficiency with Microsoft Office, CMMS software, GIS, and Asset Management Software for Vertical Construction.
+ Knowledge of project management and procurement processes related to facility upgrades.
+ Strong leadership and problem-solving skills.
+ Excellent communication, teamwork, and collaboration abilities.
+ Ability to effectively prioritize and manage multiple projects with competing priorities.
+ Strong customer service focus with an emphasis on building occupant satisfaction.
WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:
+ Physical requirements include the performance of heavy work that include, but are not limited to lifting, carrying, pushing and pulling objects weighing up to 50 pounds.
+ Work may include physical tasks such as inspecting equipment; using hands and arms to operate and adjust equipment; climbing of stairs and ladders; stooping, kneeling, crouching, reaching and handling to operate tools and equipment; balancing, crawling, and feeling; hearing voices, signals; seeing with near and far acuity, depth perception, field of vision, color vision and accommodation; and occasional smelling to detect malfunctioning mechanical equipment and electrical wiring or circuit problems.
+ Long periods of sitting, standing and walking may be required. Work is primarily performed indoors; exposure to fumes, odors, dusts, mists and gases from the operation of equipment and the atmosphere (the use of protective eyewear while operating power and hand tools or performing work involving potential eye injury hazards is mandatory); high exposed work sites, burns and radiant energy; and exposure to toxic and caustic chemicals.
