Job Description
The Iowa Department of Public Safety (DPS) is seeking to fill aBudget Analyst 5 (Senior Budget Analyst) position within the Finance Bureau of the Administrative Services Division.
Organization Background:

The Department is a statewide law enforcement agency and includes the Administrative Services Division, the Iowa State Patrol, the Iowa Division of Criminal Investigation, the Iowa Division of Narcotics Enforcement, the Iowa State Fire Marshal and the Division of Intelligence. The Department works in conjunction with federal, state and local jurisdictions of the criminal justice community to provide for the safety of persons living in or traveling through the State of Iowa.

Job Description:
The Department of Public Safety is seeking a Senior Budget Analyst to lead the budget development process for a large state agency. Budget development includes preparing, entering, and maintaining the annual budget request utilizing past data analysis. A download of financial reports to track/analyze payments, receipts, and cash balances for the department to include monthly ICN and eDAS invoices will be completed daily.
This position will direct, analyze and facilitate budgeting for all divisions/bureaus of the Department of Public Safety by creating financial statements monthly which include current expenditures, current outstanding expenses, and future budget forecasts. This position will collaborate with executive management on analysis of the agency budget by leading quarterly meetings to ensure projects are on track and being invoiced as expected, income and expenditures are accurately reflected, and discuss explanations of significant budget changes. This position will develop and maintain an analytical model for forecasting to assure financial feasibility for future projects. This model will include an extensive salary forecast and projection for over 1,000 full-time positions, taking into account vacancy savings. The vacancy savings will account for staffing changes, known wage and benefit increases, collective bargaining agreement changes, and reliable assumptions based on historical data.
Costing Allocations (including, but not limited to, Payroll, SWCAP, eDAS, ICN, Single Audit, and Computer Software) will be created, analyzed, maintained and updated yearly to insure proper allocation of expenses.
Other Information:
Applicants must be able to pass through a background investigation conducted by the Iowa Department of Public Safety.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
+ Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to six years of full-time work in professional budget analysis or fiscal management.
+ Ten years of full-time work experience in professional budget analysis or fiscal management.
+ A total of ten years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
+ Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Budget Analyst 3 or six months of full-time work as a Budget Analyst 4.
