Job Description
The Statewide Urban Conservationist position performs non-supervisory program management work developing and directing the IDALS Urban Conservation Program. This position serves as the program lead which facilitates rural and urban partnerships and projects in support of conservation programs and water quality resources across urban watersheds across the state.
Duties
Lead role in directing the development, implementation, and evaluation of the IDALS Urban Conservation Program
+ Responsible for overall coordination and execution of the Urban Conservation Program with assistance and input from the Division leadership.
+ Coordinate and communicate with Division leadership regarding all aspects and activities involving of the Urban Conservation Program.
+ Coordinate and delegate Urban Conservation Program work tasks among four other urban conservationist positions.
+ Assist the Division leadership with Urban Conservation Program budget preparation and make recommendations for personnel and resource related needs in alignment with Department budget allocations and leadership priorities.
+ Coordinate solicitations for pre-applications and final applications for the Urban Water Quality Initiative program along with overseeing the collaborative review of applications for funding consideration.
+ Evaluate, interpret, and implement legislative language and intent associated with urban conservation programs as set for in the Code of Iowa and Administrative Rules in collaboration with Division and Department leadership.
+ Evaluate accomplishments, plan, and prioritize urban program processes and delivery mechanisms(s) for technical assistance and the outreach and education efforts in collaboration with Division and Department leadership.
+ Track and report accomplishments and recommend future needs or improvements that increase efficiency and effectiveness of technical assistance and other aspects of the Urban Conservation Program.
Department Urban Conservation Program representative and partner entity liaison
+ Collaborate Urban Conservation Program implementation activities with other Division entities and key agency partners including the Iowa Department of Natural Resources, Iowa Department of Economic Development, Iowa Finance Authority, and Natural Resources Conservation Service (NRCS).
+ Actively solicit, draft, and execute contracts, grants, and interagency agreements associated with staff support and program activities occurring within the Urban Conservation Program.
+ Coordinate with engineering consultants, local community officials, Soil and Water Conservation Districts (SWCDs), and other entities participating in these programs to develop projects and practices that achieve the desired water quality benefits.
+ Serve as a representative on various urban groups and professional organizations as assigned.
Urban Conservation Technical Assistance and Outreach
+ Assists all types of organizations and entities with Urban Conservation Program and practice questions and concerns. Effectively communicate technical and programmatic information through a variety of means including presentations, in person site visits and written correspondence.
+ Provide technical and planning assistance in the development and implementation of urban conservation practices. Examples of technical services provided as part of the position duties will include:
+ Assistance with the development, review, and revision of the Iowa Storm Water Management Manual.
+ Review of design plans and specifications to ensure that projects and practices are in compliance with the Iowa Stormwater Management Manual and are achieving the desired water quality benefits.
+ Review invoices for eligibility and reimbursement.
+ Participation in pre-application meetings, initiation meetings, pre-construction meetings, and site visits during construction, conducts final inspection of project after completion to ensure that required program criteria are being met.
+ Participate in information and education programs to raise awareness and encourage implementation of urban conservation and best management practices. Help develop and provide training and outreach to target audiences.
+ Organize and conducts trainings, field days, and other outreach events both independently and in coordination with partner organizations.
+ Promote the urban conservation program through multi-media outlets including the Department’s website, social media sites and written brochures.
Other Duties as Assigned -Takes a leading role in other tasks and special assignments that are given by Division leadership that enhance and improve the effectiveness and efficiency of the Urban Conservation Program.
+ Represent IDALS on various committees such as assigned.
+ Attend and represent IDALS at conferences, workshops, meetings, and other partnership meetings.
+ Plan, coordinate, and assist with staffing exhibits or booths at events to promote IDALS programs or recruit perspective employees.
+ Attend trainings and professional development activities as coordinated with the Bureau Chief.
This position requires the ability to operate a motor vehicle and maintain a valid driver's license.
This position is classified as an Executive Officer 2
This position is domiciled in Polk County, but other locations will be considered. Please note that this position requires statewide travel as part of the regular job duties.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.
2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
