Our employees play a vital role in advancing sustainability, environmental justice, and clean energy solutions, ensuring a positive and lasting impact on Massachusetts and its residents. *Description: Watershed Planning Program Inten - Total Maximum Daily Load Section* The Watershed Planning Program (WPP) in the Massachusetts Department of Environmental Protection (MassDEP) is a statewide program with a mission to protect, enhance, and restore the quality and value of the waters of the Commonwealth. Together with other MassDEP programs and state environmental agencies, WPP shares the duty and responsibility to secure the environmental, recreational, and public health benefits of clean water for all people of the Commonwealth. WPP develops Total Maximum Daily Loads (TMDLs) to restore polluted waters. A TMDL or “pollution budget” is a calculation of the highest amount of a pollutant that a waterbody can receive and still meet water quality standards that protect water resources. Under the federal Clean Water Act, states are required to identify waterbodies that do not meet water quality standards and develop TMDLs for these waterbodies. WPP’s TMDL Section is currently undertaking an effort to streamline TMDL development and automate the production of reporting requirements. The automation of these tasks relies upon a repository of information related to water quality, watershed characteristics, infrastructure, pollution sources, regulated areas, and political/administrative boundaries. The project objectives are to (1) develop a map project (using ArcGIS Pro) to export a series of maps that depict natural resources and pollutant sources for prioritized waterbodies and (2) execute an outreach process that will incorporate updated information submitted by local municipalities. The final project deliverables include exported map series figures and local ordinance summaries to be incorporated into draft TMDL reports. *Additional duties will include the items listed below:* * Create and utilize a map project in ArcGIS Pro to generate report figures. * Conduct outreach to update a database for Massachusetts city and town ordinances and bylaws. * Develop Fact Sheets. * Review previous studies or reports. * Maintain a comprehensive list of sources of information. * Review, collate and summarize information into a tabular database structure. * Join a tabulated database with spatial municipality information. * Prepare maps and figures for inclusion in reports and presentations. * Review and adapt existing Python code used to generate local ordinance summaries. * Create a summary report that displays municipal ordinances and bylaws.** *Preferred Experience and Qualifications:* * Excellent organizational skills. * The ability to meet deadlines. * Ability to work well both independently and as a member of a team. * Ability to work independently, and in an organized manner with strong attention to detail. * Ability to communicate confidently and effectively on the phone. * Effective communication skills, in writing, in person, and on the telephone. * Basic knowledge of watershed and environmental science. * Experience gathering and formatting information from a variety of sources. * Experience with the preparation and writing of technical reports. * Basic competency with GIS including the ESRI suite of ArcGIS software, or similar GIS applications. * Proficiency with Microsoft Office Suite software. * Proficiency in the ESRI suite of ArcGIS software, or similar GIS application * Proficiency with Python or other open-source computer programming languages. *A resume and cover letter must be submitted and uploaded as part of the application.* The position will be subject to a hybrid work environment (i.e., partly telework and partly on-site), with a minimum of 7.5 hours per week at the Watershed Planning Program’s office in Worcester. *First consideration will be given to those applicants that apply within the first 14 days.* _*Comprehensive Benefits*_ When you embark on a career with the Commonwealth, you are offered an outstanding suite of employee benefits that add to the overall value of your compensation package.
