Job Summary:
The International Human Resources Project Manager is a pivotal role responsible for leading and managing the HR aspects of establishing new business units in non-US countries. This individual will be tasked with ensuring that HR initiatives are aligned with the organization's international expansion strategy and will oversee the set-up of HR infrastructures in diverse cultural environments. The role requires a blend of strategic planning and hands-on execution, with a strong focus on compliance with local labor laws and the integration of global HR best practices.
Key Responsibilities:
+ Partner with the Business Development team in the creation of contract bid submissions utilizing knowledge of international pay scales, employment law, and example CV’s.
+ Plan, manage and track the execution of human resources projects that align with organizational and department goals, to include project planning, resource management, stakeholder communications, change management and process improvements.
+ Ensure the successful implementation of HR initiatives and improvements.
+ Lead HR projects related to the establishment of new international business units, coordinating efforts across various countries and cultures.
+ Develop and implement comprehensive HR plans that support the setup and growth of new overseas operations.
+ Partner with international legal advisors to ensure adherence to local employment laws and regulations in each country.
+ Establish HR policies and procedures that are culturally appropriate and consistent with corporate standards.
+ Coordinate with local recruitment agencies and internal talent acquisition teams to staff new international business units.
+ Manage cross-border project teams, ensuring clear communication and efficient workflow despite time zone differences.
+ Oversee the creation of compensation and benefits packages that are competitive and comply with local market standards.
+ Facilitate the onboarding and training of new employees in international locations, ensuring a consistent and positive experience.
+ Lead change management initiatives to ensure smooth transitions for the organization and its employees during international expansions.
+ Monitor and report on project progress, adjusting strategies as needed to address challenges and opportunities in the international landscape.
+ Build relationships with local HR vendors and service providers to support international HR operations.
+ Cultivate a deep understanding of cultural nuances and promote diversity and inclusion within the global workforce.
Qualifications:
+ Bachelor's degree in Human Resources, International Business, or related field; Master’s degree or relevant international HR certification is highly preferred.
+ Minimum of 7 years of HR experience with a strong background in international HR practices and at least 3 years in a project management role focusing on international expansion.
+ Proven track record of setting up HR functions in new markets, particularly in non-US countries.
+ In-depth knowledge of global HR principles, employment laws, and cultural considerations.
+ Excellent leadership and project management skills, with the ability to manage multiple projects simultaneously.
+ Exceptional communication and negotiation skills, with fluency in English and proficiency in at least one additional language preferred.
+ Strategic thinker with strong analytical and problem-solving abilities.
+ Ability to travel (domestic and internationally) for concentrated periods up to 50%
+ Experience with government contracts, wage determinations, and CBAs/unions strongly preferred
+ Must have current US Passport
+ Ability to obtain a US Secret Security Clearance (if needed)
+ Project Management certification preferred
+ Other duties as assigned

+ Flexibility in working hours to accommodate different time zones.
Physical Requirements:
+ Must be able to travel by air, rail, or automobile for extended periods with no travel restrictions.
+ Ability to handle and transport materials related to project management and presentations.
