Description of Job
This position will support the Learning and Development for the State of Colorado (LDC) team and the State of Colorado by facilitating organizational development strategies related to the HR Academy, including learning, change management, and program evaluation for state employees. This position will work with human resources subject matter experts across the state to develop a state-specific training program for HR staff.
As an HR Academy Training Specialist IV, this work lead role plays an important part in setting training strategy for the HR Academy in partnership with leadership. They lead the day-to-day work of designing training and supporting other HR Academy staff in partnership with the LDC Director.
The position may require handling sensitive and confidential HR-related information with discretion.
Term-limited through 6/30/2027; contingent upon funding.
A summary of the duties and responsibilities will include, but are not limited to, the following:
Creates and executes plans for implementing the statewide HR Academy through consistent HR practices across the state.
+ Assess previous research conducted for this project to determine state HR needs.
+ Collaborate with statewide experts, such as Total Rewards, Labor Relations, Policy, and other different Human Resource functions to determine the most impactful topics related to this program.
+ Continuously assess training to measure impact and update content as necessary.
+ Interpret and analyze data (agency and human resources) to assist in making appropriate decisions based on HR metrics and trends for the agency, state, and industry.
+ Create marketing strategies to scale programs across the state.
+ Create a train-the-trainer program to support alignment, consistency and manage the quality of training related to statewide HR practices.
+ Produce reports or a dashboard to show statewide impact.
+ Consult with HR units within agencies to support the adoption and implementation of the program.
+ Adjust the program as needed to fit the needs of different offices and divisions.
+ Utilizes change management best practices.
+ Understand the needs of different agencies and provide consultation and guidance to support organizational needs (business acumen).
+ Oversee the administration of tasks related to differing modalities.
Strategic planning that aligns with state rules and regulations, focusing on developing and implementing training strategies that meet state guidelines and objectives.
+ Designs statewide human resources training based on the different HR functions.
+ Collaborate with different programs, such as Talent Pathways, Learning Leaders, Leadership Development Program Administrator, and HR Directors.
+ Collaborate with the Statewide LXP Administrator to determine best modalities.
+ Maintain awareness of emerging trends and best practices within human resources and its relationship to business success in internal and external environments (e.g. agency activity, statewide activity, and HR related trends in the industry).
+ Participate in professional development training, certifications, and additional learning opportunities to stay up to date on state and national HR trends.
Training Evaluation and Facilitation
+ Training HR professionals on statewide HR practices related to rule, policy, and best practices.
+ Creates, facilitates, and evaluates training related to the HR Academy.
+ Determines the most effective method for delivering training, i.e. facilitated live in-person, live online, and via on-demand modules.
+ Uses data to determine what training is needed, including rule, the Partnership Agreement, Executive Orders, Policies and best practices in the field of human services.
+ Designs new training and updates existing training, as well as any job aids. In performing this job duty, this position will apply adult learning theory best practices.
+ Coordinates with and supports other teams to create, facilitate, and evaluate training related to the HR Academy. These teams may include but are not limited to Learning & Development for Colorado , Labor Relations, Statewide Equity Office, DHR, and agency HR Units
+ Schedules training as needed based on the needs of the agencies. Coordinates with teams and divisions to schedule training that works with their schedule.
+ Additional training and facilitation related to Learning & Development for Colorado initiatives may be determined.
Instructional Design
+ Work with internal and external SMEs to design and develop a variety of content as assigned by the Learning & Development for Colorado director.
+ Uses best practices for instructional design.
+ Uses best practices related to accessibility.
+ Determines modality for training based on user needs and SMEs expectations.
+ Provide ways in which to evaluate impact of trainings to those facilitating the content.
+ Solicits and procures vendors as needed.

MINIMUM QUALIFICATIONS:
Experience Only:
At least (7) seven years of project management, change management, implementation of large initiatives experience with multi-modality training, facilitating multi-modality training, course curriculum design or adult-learning theories
Or
Education and Experience:
At least a Bachelor's degree from an accredited institution in a field of study related to the work assignment. And, a t least (3) three years of project management, change management, implementation of large initiatives experience with multi-modality training, facilitating multi-modality training, course curriculum design or adult-learning theories
The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
+ Expertise in Articulate Storyline and Rise
+ Previous State Service related to the work assigned to the position
+ Working knowledge of HR laws, regulations and best practices.
+ State Rule, policies and HR practices.
+ Working knowledge of a variety of computer systems including Microsoft Office and Google products sufficient to create complex spreadsheets, charts, presentations and troubleshoot system issues.

Comparative Analysis Process
The comparative analysis process for this position may consist of a structured application review, an online assessment and a structured interview.
