# Project Overview:
Bechtel is performing Project Management and Technical Services leading up to a Final Investment Decision for 750km natural gas pipeline in British Columbia, Canada. The pipeline will traverse remote mountainous terrain, sensitive environments, and deep marine channels. The project includes compression, metering, pipeline installation, offshore pipeline installation, and other facilities and communications systems.
# Job Summary:
Reporting to the Project Controls Manager / Project Lead Cost Engineer.
The Home Office Cost and Systems Eng is responsible for the establishment of the Project Control cost System ECOSYS including the ongoing training, development and administration of the system to ensure timely accurate reporting of the Project cost status. Further the role will be responsible for producing the Project Cost and Commitment Report, as well as support the preparation of Bi-weekly and Monthly reports.
# Major Responsibilities:
+ Prepare the System Automation integration plan for Project Cost Control, including the interfacing of other Project software with ECOSYS i.e. DSCS, Client SAP system, Teamworks, BETK
+ Support the loading of the budget from the Estimating System into ECOSYS, this shall include a working knowledge of the code of accounts and the ability of rolling up the estimate into manageable cost account structure.
+ Working with the Owners team to ensure seamless interfacing of the cost data from the Owners accounting records into ECOSYS and vice versa.
+ Working with the Procurement and contract steam to ensure correct uploading of project commitments into ECOSYS.
+ Participates in developing and presenting training classes on designated subjects and on-the-job training programs.
+ Plans, coordinates, and directs preparation of specific budgets. Assists in developing requirements for budgeting standards.
+ Develops and implements requirements for cost recording, reporting, and analyzing standards, programs, and reports.
+ Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions. This includes training in the proper use of and definitions for the cost accounts.
+ Identifies or defines data sources and techniques for data acquisition and collects required data for a specific discipline or other specialty applications.
+ Assists in developing Construction and engineering progress and performance reporting.
+ Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements.
# Required Knowledge, Skills, and Abilities:
+ Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
+ Knowledge of supervision, personnel administration, and training of technical and nontechnical personnel.
+ Skilled in oral and written communication.
+ Knowledge of financial reporting systems and controller account codes, and an understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).
+ Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
+ Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
+ **Ethics:** Commitment to the Project’s ethical standards as demonstrated by success on prior projects.
+ **Quality:** Commitment to the Project’s quality standard as demonstrated by prior Supervisors’ evaluations of work performance.
+ **ES&H:** Demonstrated commitment to the Project’s Zero Incident philosophy by prior active engagement and demonstration of ES&H Leadership.
+ Proficiency with Microsoft Excel data analysis functions.
+ Experience in Project Controls with an understanding of Project Controls general technical skills and tools.
+ Work experience with Earned Value Management System.
+ Knowledge of engineering, procurement, material and craft performance methods and reporting (e.g., EPPR, DSCS, COCO, and QURR).
+ Experience working with construction quantity and unit rate performance reporting / establishing and delivering construction project controls support tools, analysis, and reporting on major EPC projects.
+ Experience with change management such as baseline change proposals and trending.
+ Establishes format and content of summaries and reconciliations, including segregation of cost according to the level of confidence and identification of areas of risk.
+ Flexibility to respond to urgent project requests and/or changing priorities.
# Education and Experience Requirements:
+ **Level 1:** Bachelor’s degree plus 6 years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 12 years of progressive related experience.
+ **Level 2:** Bachelor’s degree plus 9 years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 15 years of progressive related experience.
+ Must be a US Citizen or Permanent Resident of the US.
+ Must be able to complete and pass a pre-employment drug screen and background check that includes verification of employment, education, and travel.
