Job Overview
The Program Manager will have an integral role in planning, developing and managing interventions and strategies that overcome market barriers, encourage private capital investment and accelerate the scale and penetration of clean energy.
Primary Responsibilities
+ Manage the Green Jobs-Green New York Loan Fund including development and implementation of program changes related to underwriting criteria, interest rates, legislative requirements, cost effectiveness and new or updated loan products.
+ Manage the Loan Loss Reserve Fund including development and implementation of program changes.
+ Assist with the development, implementation and management of new financing solutions.
+ Work closely with loan originator and loan service to ensure customer and contractor needs are met, resolve issues or questions customers and/or contractors may have.
+ Identify market barriers and opportunities through analysis and research and industry engagement.
+ Provide recommendations grounded in analysis and market feedback to optimize programs for greater impact.
+ Assist with management of bond securitizations of GJGNY Loan Fund including preparation of all quantitative data and information required for rating agency, disclosure documents and closing documents. Prepare all required data and coordinate with both internal and external parties to get all appropriate approvals, documents and manage timing of closings.
+ Prepare and submit all on-going disclosure report requirements for bond securitizations and participation sales including analysis of overcollateralization and reserve releases.
+ Work closely and coordinate with NYSERDA and utility programs to align Residential Financing with the other programs’ requirements and any updates implemented by the programs.
+ Prepare all Residential Financing Program information for contractors and customers including program manuals, participation agreements, eligibility measures lists, announcements, training materials, website updates and any other customer/contractor facing documents.
+ Preparation and presentation of webinars to contractors, NYSERDA staff, GJGNY Advisory Council and other interested parties on Residential Financing Program
+ Conduct cost-benefit analysis and projections for budgets and impacts of interventions using spreadsheet analysis with well-documented assumptions.
+ Oversee the work of consultants and contractors including writing statements of work, issuing contracts, budgeting, and invoicing.
+ Develop and maintain a robust network of stakeholder groups, local and national government agencies, financial institutions, and relevant local and national industry associations including energy efficiency, solar and heat pump contractors.
+ Represent NYSERDA at meetings and events with external stakeholders.
+ Collaborate with internal and external stakeholders on issues related to energy efficiency policy, market barriers and market creation, financing, and the regulatory environment.
+ Contribute to a team culture of openness and collaboration.
+ Perform other responsibilities as assigned.
+ Ability to perform all managerial and supervisory responsibilities with demonstrated experience fostering respect, diversity, equity and inclusion across the workforce.
Minimum Qualifications
+ Bachelor’s degree with 8 years of relevant experience including 4 years in a supervisory role
+ Exemplary program management skills with the ability to set priorities, develop and execute on a workplan, balance research, analysis, a stakeholder engagement with pragmatism, and an action-bias to deliver activity in the market.
+ Excellent problem-solving ability, an entrepreneurial edge, resourcefulness, adaptability, and an instinct for surfacing value and pragmatic solutions with a proactive and collaborative style that works well in teams.
+ Exceptional organizational, time management and planning skills to successfully handle multiple projects simultaneously and meet deadlines in a fast-paced environment.
+ Ability and appetite to learn and assimilate new information and think holistically through complex problems with technical and non-technical components.
+ Strong analytical skills: mastery of Microsoft Excel and its data analytics capabilities (strong experience with Pivot Tables preferred); ability to effectively evaluate information and data to make decisions. Working knowledge of MS Office software and basic database/data management principles.
Preferred Qualifications
+ Master’s degree in Finance, Business or Policy Studies with 6 years of relevant experience including 4 years in a supervisory role
+ Experience with financial products including loans, grants and bond securitizations.
