Description
Position Summary: The Youth Success Manager leads a specialized team focused on delivering direct, youth-driven services to older youth in foster care and offering targeted support to parents and caregivers navigating barriers to permanency. This role supervises the Independent Living Specialist and Education Liaison and ensures all work aligns with Florida Statutes, DCF policies—including CFOP 170-17 and CFOP 170-11—and Keys to Independence/Success initiatives. The Youth Success Manager’s team does not provide case management, but instead functions as a hands-on support system for youth, case managers, and families—ensuring that adolescents in care are prepared for adulthood and that parents have the tools needed to successfully reunify or achieve permanency. Essential Job Functions:
+ Youth-Led Transition Planning: Deliver services that actively engage youth (ages 13+) in building their ownPathways to Successplans, ensuring all goals for education, employment, housing, and life skills reflect their voice, values, and vision for the future. Plans are youth-driven, strengths-based, and responsive.
+ Postsecondary & Career Readiness: Provide personalized support for high school completion, vocational and college exploration, applications, job readiness, financial literacy, and independent living skills. Organize opportunities like college tours and application assistance, in alignment with the youth’s goals and interests.
+ Normalcy & Independent Living: Promote and support normalcy in all aspects of service delivery by ensuring youth have access to age-appropriate social, recreational, and community experiences. Ensure youth are supported in programs likeKeys to Independenceto build mobility and autonomy.
+ Parental Engagement & Permanency Support: Partner directly with parents working toward reunification to provide guidance and resources related to employment, housing, and life skills. Offer support that removes barriers and accelerates case plan progress while strengthening the family’s long-term stability.
+ Case Manager Collaboration: Work in close partnership with case management staff to fill service gaps, problem-solve barriers to permanency or transition, and help identify solutions that lead to better outcomes for youth and families. Provide specialized insight on adolescent milestones and planning.
+ Deep knowledge of local community resources, contacts, and systems of care , with a strong ability to access, navigate, and connect clients to services that address housing, employment, education, mental health, and other areas of need.
+ Compliance & Accountability: Ensure all services meet or exceed requirements established in Florida Statutes, CFOP 170-17 (Transition to Adulthood), CFOP 170-11 (Normalcy), and other relevant administrative codes. Monitor service quality and outcomes while fostering a youth-first culture across the team.

Essential Qualifications:
Certifications/Licensures:
+ Education: Bachelor’s degree in Social Work, Human Services, Education, Public Administration, or a related field (Master’s preferred).
+ Significant experience inworkforce development,employment services,housing navigation, oreconomic mobility programs.
+ Experience working with youth or families involved in the juvenile justice, child welfare, or with system-impacted or vulnerable populations.
+ Demonstrated experience preparing individuals for employment and housing stability, including work with marginalized groups such as youth aging out of care, families in crisis, or individuals returning from incarceration, institutions or treatment center.
+ Strong team leadership and collaboration skills, with the ability to work across systems and disciplines.
+ Excellent communication, critical thinking, and problem-solving abilities.
+ Deep commitment to elevating youth voice, promoting normalcy, and supporting families on their path to stability.
Experience and Competencies:
+ Bilingual is preferred.
+ Physical required prior to hire; paid by agency
+ Expertise with the Florida Child Welfare Practice Model and knowledgeable in Child Welfare electronic system of record (FSFN or CCWIS).
+ Possess strong leadership, communication, problem-solving, and decision-making skills.
+ Availability to work a flexible schedule as required by the department, including nights and weekends.
+ Possess a current Background Clearance Screening Letter as required by DCF.
+ Valid Florida driver’s license and ability to obtain and maintain WestCare’s vehicle insurance is required;
+ The ability to identify and evaluate an individual’s strengths, barriers, problems, and needs for the development of a Wellness and Recovery Plan
+ The ability to write assessments, progress notes, discharge summaries, and other consumer related data
+ Knowledge of the inter-relationship among substance use, mental health, and primary care disorders

+ The ability to identify the needs of a consumer that cannot be met by the counselor or agency and to assist the consumer/family to utilize the support systems and community resources available
+ The ability to identify crises when they surface; mitigate or resolve the immediate problem; and de-escalate the situation, including the ability to develop Safety Plans, as needed
+ The ability to assess the individual’s growth and development relative to normative development for his/her chronological age, including physical, emotional, cognitive, educational, and social development
+ Understanding of the relationship among mental health, substance use, physical health, and medication use on daily functioning

Physical Demands:
+ Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 50 pounds. Use of computer and telephone systems is required which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files). Requires the ability to defend oneself and clients in physically abusive situations through the use of approved physical de-escalation techniques.
