Northrop Grumman, Mission Systems is looking for a Program Manager to support the tremendous amount of growth within the Electronic Warfare Systems (EWS) business unit.
The **M1** **Program Manager: Electronic Warfare Growth and Capture** (EWG&C) will report directly to the EW Growth and Capture Manager and will be responsible for supporting EWS business operations.
This position requires the ability to manage multiple priorities while maintaining and fostering effective communication. The candidate must be able to lead a cross-functional organization, maintaining continuous alignment with internal stakeholders and Business Unit team members. The EWG&C Program Manager is responsible for coordination and management of all EWS internal investment funding, leads key EWS Capital projects, from inception through completion and leads proposals and ROMs. The preferred candidate will be a self-motivated, quick learner with a demonstrated track record of increasing responsibility and successful project execution.
Primary responsibilities of the **Program Manager: Electronic Warfare Growth and Capture** will include but are not limited to:
+ Oversee management of EWS internal investment (B&P, M&S and IR&D funds)
+ Support tracking and data validation for all EWS captures in Salesforce
+ Collect and provide monthly updated investment spend forecasts to internal and external stakeholders in support of proactive investment management
+ Lead execution of EWS capital projects
+ Lead Proposal and ROMs in support of EWS new business capture goals.
+ Adherence to applicable internal processes for Program, Proposal and Capture Management
+ Planning / Budgeting for cross-product / cross-functional rental equipment needs
+ Creation, review and finalization of the program Statement of Work
+ Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.
+ Completion and tracking of the Contract Requirements Traceability Matrix
+ Development of Integrated Master Plans and Schedules (IMP / IMS)
+ Development and delivery of presentations to customers, management, and other program stakeholders
This position is located within the exciting Greater Chicago Area and can be considered for a hybrid work arrangement, requiring a fixed percentage of time on site.
Basic Qualifications:
+ Must have a Bachelor’s degree and 5 years of related professional/military experience in engineering, proposal development, business operations or new business capture efforts, OR a Master’s degree and 3 years of professional/military experience
+ Basic understanding of business acumen.
+ Leadership experience
+ Ability to manage a project within cost, schedule, and technical requirements
+ Demonstrated ability to communicate/coordinate/collaborate across multiple levels of a large organization
+ The ability to address program/proposal uncertainty through an organized and analytical forward- looking risk management approach.
+ The ability to obtain and maintain a DoD Secret clearance as needed in the future.
Preferred Qualifications:
+ Background in leading capture efforts, proposal development or program capture efforts.
+ Current Secret clearance with the ability to obtain additional clearances, such as Special Access Requirements
+ Prior Project/Program Management experience or Business Operations, ideally supporting DoD contracts
+ Project Management Certification (PMP)
+ Earned Value Management (EVM) experience
+ Ability to create trusted relationships with customers, industry partners/suppliers, and internal stakeholders
+ The ability to identify and resolve issues with strategic solutions or process improvements that support long-term objectives
+ Ability to align teams, organizations or employee resource groups to achieve a common goal.
+ Knowledge of Northrop Grumman’s Electronic Warfare Systems offerings
+ Interpersonal skills with demonstrated success aligning cross-functional teams and building effective relationships with internal and external stakeholders or customers.
+ Knowledge of U.S. Government military sales process, and regulations
+ Knowledge of a variety of proposal and contract types (FFP, CPFF)
+ Competitive capture experience within aerospace and defense industry
Salary Range: $124,000.00 - $186,000.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
