    To manage two functions within the Technology Solutions Department, the Solution Development Office and the Project Management Office. Manager is responsible for ensuring satisfactory customer service by providing administrative, project management, program management, and solution development support. This is accomplished by establishing support priorities, coordinating between various departments/stakeholders, and overseeing and maintaining a portfolio of IT services. Other duties include attending meetings, providing support to customers, and supervising employees either directly or functionally as part of the project team.

     

    Manage daily project activities for the City's portfolio of IT projects from inception of project requests, approval lifecycle via the IT Governance process, and implementation of approved projects by ensuring use of project management best practices as outlined in the PMBOK; develops a detailed project schedule to monitor progress and completion of tasks assigned to various project staff, both internal and external to the City; functionally supervise all project team members. Assists in defining the project scope and objectives and ensuring technical feasibility. Provide direct project management by communicating with various stakeholders and project teams via telephone, email and project team meetings; resolve project issues when identified; adjust project plans when necessary. Ensure resource availability and allocation. Provide accurate reporting to the Technology Solutions Director/CIO and the IT governance committees regarding the status of each project in the PMO. Ensure the maintenance of key dashboards for internal and external reporting. Provide recommendations to ensure projects stay on track according to established project schedules. Oversees the business analysts and facilitates the solution development process, ensuring accurate development of business cases for CIP IT projects. Facilitates the IT Governance Steering Committee process, to include development of potential IT project business cases, meeting facilitation, project scoring facilitation, and reporting.

    Duties/Responsibilities

    + Manages department operations for an assigned enterprise technology function; supervises staff, including planning, assigning, and evaluating work, training and coaching; plans and prioritizes programs, projects, and operations; develops, implements and monitors policies and procedures; convenes and conducts meetings; and ensures compliance with applicable regulations, policies, and procedures.

    + Prepares and manages an assigned budget; monitors and approves expenditure; evaluates needs and allocates/requests resources; prepares cost estimates; researches and analyzes data and reviews the work of others; and makes and approves budget-related recommendations in area of assignment.

    + Oversees the preparation of reviews, reports, proposals, plans, demos, contracts, presentations, and other documentation; oversees the research, analysis, review and findings of information; develops recommendations and reviews/approves recommendations of those supervised; and ensures compliance with project contracts and applicable standards, regulations, policies, and procedures.

    + Collaborates City leadership, City departments, and/or external agencies; serves on committees, representing the department and functional area of expertise; represents the City on matters of policy and regulation; establishes and maintains partnerships; provides professional assistance and expert technical consultation; and responds to and resolves escalated inquiries and complaints.

     

    Minimum Qualifications & Experience

     

    + Bachelor’s degree in computer science or a directly related field

    + Six years of professional information technology experience in area of assignment

    + Two years of information technology supervisory experience.

    + Project Management Professional (PMP) certification

     

    Additional Preferred Skills

     

    + Master's degree in business administration or other related business fields preferred

    + Strong analytical skills in business case development preferred

    + Proficiency in Project Management Tools (MS Project, MS Planner, Microsoft Excel
