Emergency Management Specialist

Employment Status: Full-Time (.75 or greater)
Hours per Pay Period: 1.00 = 80 hours every two weeks (Non-Exempt)
Starting Wage DOE: $27.69 - $34.61
The incumbent in this position is responsible to provide support of an organization-wide emergency response program which includes the following: Develops/assists in development of organization-wide and unit-/facility-specific emergency plans; conducts periodic tests of the program in the form of drills/exercises; documents tests of program elements through appropriate systems and develops/assists in development of corrective action plans as necessary, follows up to ensure effective and timely completion of corrective action plans, routinely monitors compliance with regulatory issues for the program, record keeping, assists in defining program needs based on organizational assessment and evaluations, and enforcement of safety policies and procedures.
Essential Job Functions
• Assists Director in the oversight of an organization-wide emergency response program (including associated policies and procedures), appropriate goals and objectives, as well as related standards and performance measures. Requires maintaining collaborative / cooperative relationships with staff and leaders across the organization. Serves on committees and work teams as required and relevant to role. Assists in assuring Billings Clinic remains compliant with regulatory and accreditation requirements specific to emergency management.
• Conducts periodic tests of the emergency management plan as well as department-specific emergency plans. Assists in evaluation and development of reports and assists in follow up of corrective action plans of all tests in accordance with direction from Director and/or the Emergency Management Committee. Serves in a lead role on the emergency response team, including conducting appropriate training, purchasing and managing equipment, designing and conducting drills. Ensures affected personnel comply with necessary regulatory and accreditation standards, including medical surveillance and respiratory protection. May be required to provide direct supervision of staff activities during an emergent event.
• Assists in providing new employee orientation and annual/refresher staff education and training relative to emergency response and/or general emergency management as necessary to meet the needs of the organization.
• May serve as a Billings Clinic liaison to appropriate community and regional committees to ensure connectedness to outside emergency response processes.
• Identifies needs and sets goals for own growth and development; meets all mandatory organizational and departmental requirements.
• Maintains competency in all organizational, departmental and outside agency environmental, employee or patient safety standards relevant to job performance.
• Performs other duties as assigned or needed to meet the needs of the department/organization.
• Supports and models behaviors consistent with Billings Clinic’s mission, vision, values, code of business conduct and service expectations. Meets all mandatory organizational and departmental requirements. Maintains competency in all organizational, departmental and outside agency standards as it relates to the environment, employee, patient safety or job performance.
Minimum Qualifications
Education
• Bachelor’s degree in emergency management, allied health care field, public safety or related field
Experience
• Three (3) years of experience in a health care emergency management or in an emergency management role.
• Demonstrated experience (minimum 2 years) with group interaction and adult teaching
Certifications and Licenses
• HazWOPER 40-hour certification preferred within 1 year
• Current Montana Driver’s License and ability to be insured to operate Billings Clinic vehicles

• Education/training in exercise development, including completion of DHS HSEEP program. Master exercise planner preferred.
