About this position:
The positions may be located in the following parishes: Orleans and Jefferson
The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.
The incumbent in this position supervises a crew of Mobile Equipment Operators 1 and/or 2, as well as Mobile Equipment Operator Light’s and Laborers to maintain the levees and flood control structures under the jurisdiction of the SLFPA-E. This responsibility also includes the maintenance of adjacent parkways (e.g., along Lakeshore Drive) and parks within subdivisions under the SLFPA-E’s jurisdiction.
The incumbent receives general supervision from a Levee Foreman B or Levee Foreman C and exercises close supervision over Mobile Equipment Operators and Laborers.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Two years of experience in the construction, maintenance, or repair of roads, bridges, levees, drainage facilities, wharfs, buildings, or grounds; OR
Two years of experience in the operation or maintenance of industrial or heavy mobile equipment.
Job Concepts

To provide supervision, guidance, logistical support, and limited administration to workers engaged in levee maintenance activities.

General from Levee Foreman C or other managerial or administrative personnel of the levee district.
Supervision Exercised:
Direct over Mobile Equipment Operators; May exercise direct supervision over other lower level personnel engaged in levee maintenance in addition to Mobile Equipment Operators.
Location of Work:
Levee Districts, Statewide.
Job Distinctions:
Differs from Mobile Equipment Operator 2 by the requirement to exercise full supervisory responsibility over a levee maintenance crew.
Differs from Levee Foreman B by the absence of supervisory responsibility over Heavy Mobile Equipment Operators.
Differs from Levee Foreman C by the absence of supervisory responsibility over other Levee Foremen.
Examples of Work
The incumbent performs the following duties:
70%Assigns work to subordinates. Monitors work in progress and upon completion to ensure that work is performed in a safe and efficient manner and is completed as assigned. Performs work assignments with subordinates as needed. Supervises Mobile Equipment Operators in the cutting of grass on the levees and adjacent areas, as well as in parks and parkways under the SLFPA-E’s jurisdiction as needed. Supervises Laborers to ensure that levees and adjacent areas, as well as parks and parkways are clean and free of trash and debris, as needed.
15%Monitors conditions of the levees and reports any problems or potential problems to the Levee Foreman B. Supervises minor repairs and modifications under the direction of agency staff, and close supervision by higher levee Operations and Maintenance staff.
10%Reviews work of subordinates. Monitors performance and counsels’ subordinates of deficiencies, if any, and advises of ways improve. Evaluates employee performance and recommends appropriate corresponding actions (i.e., termination of probation, granting or delaying permanent status, granting or withholding merit increases, etc.). Maintains all documentation to support evaluation and personnel/pay actions recommended. Maintains time and attendance records.
5%The incumbent will perform any and all related duties as required and assigned by other higher-ranking supervisors, directors or administrative personnel.
NOTE: The Southeast Louisiana Flood Protection Authority - East (SLFPA-E) is an emergency-oriented agency. Part of the SLFPAE's mission is to protect the residents of the east-bank of Jefferson Parish, St. Bernard and the east-bank of Orleans from tidal surge, wind-driven water and river flooding.
In emergencies during Mississippi River flooding and Hurricane/Tropical storm events, the incumbent will be on call and must report for duty if so required and remain on duty in such situations until released from duty by the Appointing Authority.
