This Senior Management Analyst position for the workforce Development Program is a highly independent, technical training and development professional. The selected candidate is expected to exercise sound analytical judgment, inform critical decision-making, and provide high-quality training services to Valley Water employees at all levels-from new hires to executive leadership.
The ideal candidate will possess a deep understanding of instructional design principles, including the ADDIE (Analysis, Design, Development, Implementation, and Evaluation) model or similar models and be familiar with tools commonly used by workforce development teams, such as Learning Management systems (LMs) and Performance Management platforms. The position also provides backup support to the team's Help Desk by responding to employee questions and conducting research to deliver accurate, timely assistance. The incumbent must be comfortable developing documents, manuals, and guides and have a strong grasp of technical writing best practices. This role requires a high degree of initiative, organization, collaboration, problem solving, and technical savvy to successfully support the delivery of Valley Water's learning and workforce development strategy.

Key Responsibilities include, but are not limited to:
+ Design, coordinate, and deliver engaging technical training and professional development programs tailored to diverse audiences—from field staff to executives. You'll collaborate with subject matter experts to transform complex technical material into digestible, practical learning experiences.
+ Develop dynamic eLearning and multimedia content using industry-standard tools like Adobe Captivate, Articulate 360, Vyond, and the Adobe Creative Suite. Apply instructional design best practices to produce interactive, accessible training content.
+ Maintain and enhance a comprehensive library of eLearning modules, instructional videos, and training aids to support ongoing organizational learning.
+ Conduct high-level analysis across a variety of Human Resources areas to identify workforce development needs and recommend enhancements to programs such as internal training academies, tuition reimbursement, and learning catalogs.
+ Support budget planning processes, contribute to data-informed strategy development, and provide routine reporting and analysis for continuous improvement.
+ Lead and manage multiple training initiatives using strong project management techniques—ensuring timely delivery, stakeholder alignment, and thorough post-implementation evaluation.

Ideal Experience:
+ Five (5) years of experience performing administrative, operational, management, or financial analysis of complex issues related to the field of assignment.
+ Proven experience in designing and delivering training programs, from curriculum development to post-training evaluations.
+ Hands-on experience with automated Talent Management Systems such as Saba or Halogen.
Ideal Skills and Abilities:
+ Expertise in designing and delivering training programs, academies, and courses across multiple platforms and formats.
+ Leadership and oversight of performance management systems with technical proficiency in related software.
+ Analytical strength to assess organizational development needs and recommend strategic improvements.
+ Clear and persuasive written and verbal communication skills—essential for reports, memos, and presentations.
+ Ability to provide one-on-one coaching to managers and senior leaders as needed.
+ Independence, sound judgment, and the ability to manage several training initiatives with minimal supervision.
+ Strong collaboration skills and willingness to cross-train and engage with stakeholders across departments.
+ Project management capabilities to execute training programs and initiatives from start to finish.
Ideal Knowledge:
+ Deep understanding of adult learning principles and evidence-based training strategies.
+ Familiarity with performance management systems, HR policies, and compliance-related training standards (e.g., safety,)
+ Technical proficiency in creating multimedia training content and using learning platforms.
+ Knowledge of documentation, recordkeeping, and instructional writing best practices.
+ Comfort with learning new systems and tools quickly (e.g., Saba, Halogen)
Ideal Training and Education:
Equivalent to a bachelor’s degree from an accredited college or university with major course work in public administration, political science, business administration, organizational development, human resources, or a related field.
Substitution
Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

Talent Acquisition & Career Pathways Unit (Position Code 496)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite. Upon completion of the acclimation period to be assessed at 6 months.
