Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council.
How your work would contribute to our organization and the Twin Cities region:
The Systems Engineer 3 is a senior-level position responsible for all aspects of the Metropolitan Council (MC) enterprise computing systems, including planning, testing, implementation, and support. The ideal candidate will have system administration experience in Microsoft Azure, On-premises (On-Prem) infrastructure, and automation. Experience working in a Payment Card Industry (PCI) environment is a plus. The position will work as part of a team, designing, building, integrating, and supporting systems that meet the METC technology needs. This position will require critical thinking, problem solving and analysis skills. The right candidate will use their extensive knowledge to help guide the future direction of the Metropolitan Council’s cloud tenants and on-premise environments.
Note: These positions are based at our Robert Street office in St. Paul and require some travel to various Council work sites in the Twin Cities metro area. Some Council work sites are not accessible by public transportation, so driving a Council vehicle may be necessary. Candidates must have a valid driver's license with an acceptable driving record.
This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job
Infrastructure and Cloud Operations Engineering
+ Administer Microsoft Windows operating systems on-premises and in cloud systems (primarily Azure), including patching, upgrades, application, and database installations
+ Manage varied types of infrastructure on-premises hardware and cloud systems (primarily Azure), including software functions, design, configuration, installation, monitoring, performance tuning, systems configuration, release planning and change management
+ Configure and implement secure protocols for SCADA, PCI, and DMZ environments
+ Proactively lead and participate in problem identification, root cause resolution and incident management for system issues and failures
+ Coordinate appropriate service outage and recovery communications through the IS Service Desk
+ Provide systems performance reporting on a regular basis and ensure all software is at current version levels, maintaining a log of changes for tracking
+ Set up, maintain, and implement user logins and privileges assuring proper security procedures are in place to protect the integrity of the system
+ Provide documented and tested procedures and policies that assure the integrity of systems and databases startup, shutdown, backup and recovery
+ Document system environment architectural additions, changes, and updates
+ Perform in a rotation for on-call support of systems
+ Ensure continued business operations and participate in disaster recovery tabletop exercises and activities as a key team member
+ Perform additional related duties when assigned
Infrastructure as Code and Automation
+ Oversee the implementation and maintenance of Infrastructure as Code (IaC) using Terraform, GitHub and Ansible
+ Promote automation across deployment pipelines, system management, and monitoring to enhance reliability and scalability
Cross-Functional Collaboration
+ Partner with application, DevOps, security, and data platform teams to deliver integrated and compliant infrastructure solutions
+ Collaborate with cybersecurity teams to implement robust identity and access management (IAM), network security, vulnerability management, and disaster recovery (DR) strategies
What education and experience are required for this job (minimum qualifications)
Any of the following combinations of education (in Computer Science, Management Information Systems, or a related field) and experience (in the design, installation, operation, and troubleshooting of windows server operating systems including Azure):
+ High school diploma or GED and nine (9) years of experience
+ Associate's degree and seven (7) years of experience
+ Bachelor's degree and five (5) years of experience
+ Master's degree and three (3) years of experience

+ Windows Server Hybrid Administrator Associate certification
+ Experience leading and managing system architecture-related projects that follow secure system architecture best practices

+ SCADA, PCI, and DMZ secure environments
+ Microsoft OS server configuration, maintenance, storage and backup solutions
+ M365 and Active Directory management

+ Cloud Skills and Experience:
+ Azure Administrator Associate (AZ-104 ) certification
+ Strong hands-on experience in Azure PaaS, Infrastructure, and Data Services
+ Proficiency in Azure Data Factory, Azure Databricks, and Azure Data Lake, and Azure Entra ID
+ Experience with Azure Networking, VPNs, VNET peering, and security best practices
+ Knowledge of multi-cloud management with Azure Arc
+ Expertise in using Terraform and GitHub for Infrastructure as Code (IaC)
+ Understanding of cloud security, compliance, and governance
+ Strong problem-solving, critical thinking, analysis and troubleshooting skills
What knowledge, skills and abilities you should have within the first six months on the job:
+ Microsoft server operating systems and system management tools
+ Knowledge and understanding of managing detached storage solutions
+ Skills in implementing and maintaining information systems, following security best practices
+ Skills in managing and configuring virtualized hosts for HyperV and/or VMWare

You would perform your work in a standard office setting. Work may require travel between primary worksite and various locations on short notice to resolve computer system problems.
