*Agency Overview* The Division of Capital Asset Management and Maintenance (DCAMM) oversees over $2 billion in capital programs and projects, andis responsible forcapital planning, project delivery, property acquisitions, dispositions, management, and real estate services for the Commonwealth. General Statement of Duties and Responsibilities DCAMM is looking foranattorney to join DCAMM's Office of the General Counsel (OGC) to provide timely and high-quality legal services, advice, andguidanceto the Agencyregardinglabor and employment law andone or more of the following areas of law: commercial leasing,commercial real estate,construction,design,energy,environmental,andgovernment, including ethics,legislation, andpublic records.The selected candidate will be expected toprovide legal advice and guidance on an array of legal matters involving DCAMM;draft high-quality agreements, memoranda, and other documents; negotiate disputes in the best interest of the Commonwealth; provide analysis and interpretation of applicable lawsand regulations, policies, and contract provisions;participate in meetings and decision making on relevant issues and projects;and to perform such other legal services as may be needed to support the General Counsel and DCAMM. The selected candidate will be expected to follow a hybrid work model that consists of both in-office and work from home days. Detailed Statement of Duties and Responsibilities * Provide legal support to DCAMM’s Human Resources department, including assisting with employment investigationsandprovidinglegal adviceinemployment matters. * Providelegal advice, engage in negotiations,review and draft contracts, procurement documents,andother legaldocuments,andanalyze and advise on matters of contractcompliance; * Undertake legal research, preparememorandumand provide legal advice and counsel in connection with DCAMM’s projects andpolicies; * Demonstrate the ability to work as a member of a team that may include members of other departments,outside agencies,including the Human Resources Division,and municipal and stateofficials; * Engage in administrativeorjudicial proceedings as necessary to advance the interests ofDCAMM; * Perform such other duties as requested and required by the General Counsel and/orFirstDeputy General Counsel. Required Qualifications This position requires a J.D. degree,admission to the Massachusetts Barand at least7yearsofexperience as an attorney. Preferred Qualifications In addition, the preferred candidate will have: * At least3to6years of experience in Labor Arbitration and/or Employment law – public sectorpreferred; * Knowledge of the theory, principles, and practices of law including labor and employment law. * Priorexperience in Union setting or governmentagency; * Past experiencewith MCAD, Civil Service, Department of LaborRelations; * Knowledge of legal research methods andprocedures; * Ability to read and interpret legal documents such as decisions, briefs, opinions andcontracts; * Ability to understand and apply laws, rules and regulations governing agency operations and assigned unitactivities; * Ability to exercise sound judgmentandto exercise discretionwithconfidentialinformation; * Ability to explain the provisions of the laws, rules, regulations and procedures, guidelines and policies governing agency operations and assigned unitactivities; * Ability to gather information through questioning andobservingindividuals and by examining records and documents;ability to conductinterviews; * Ability toestablishrapport andmaintainharmonious working relationships withothers; * Ability to interact with people who are under physical and/or emotionalstress; * Ability to deal effectively with others; ability tomaintaina calm manner in stressful and/or emergencysituations; * Ability to work professionally in adversarial relationships with opposingcounsel; * Ability to assemble items of informationin accordance withestablished procedures; ability tomaintainaccuraterecords; * Ability to give written and oral instructions in a precise, understandablemanner; * Ability to write concisely and effectively to express thoughts clearly, and to develop ideas in logicalsequence; * Ability to make effective oral presentation; ability to communicate effectively in oral expression. *For more information about employment at DCAMM, please viewour RECRUITMENT VIDEO. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position, of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV.
