Summary You will serve as a MANAGEMENT & PROGRAM ANALYST in the ORDNANCE OPERATIONS & TECHNICAL SUPPORT DEPARTMENT of NMCLANT YORKTOWN VA. Responsibilities You will provide technical support and program oversight for inventory management, storage, receipt and issue, transportation and all aspects of ammunition retail management policies and procedures emphasizing explosives compliance and safety. You will provide technical analysis, research and evaluations on a quantitative and qualitative basis on all aspects of Fleet Ordnance Support (FOS). You will provide program oversight and technical support for governing regulations related to munitions handling, ship loading, operations support, associate industrial, environmental compliance and management processes and operating procedures. You will plan and conduct analytical studies for FOS programmatic policies for twenty (20) subordinate commands, to include technical and operational management functions associated with tailored ordnance missions. You will develop, monitor and coordinate the execution of programs and procedures related to ammunition stock point, retail ammunition management, and inventory and storage operations management for NMCLANT and its Units. You will be responsible for initiating evaluative reviews, developing and implementing the Operational Risk Management (ORM), and associated Operational Risk Assessment Programs to ensure ORM principles are clearly defined and implemented. You will coordinate Safety Program managerial support during higher-level inspections and audits such as CNO’s Ammunition of Hazardous Material (AMHAZ) Review Board, and Department of Defense Explosives Safety Board (DDESB) Reviews. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing and updating conventional ordnance and explosives handling qualifications and certification of standardized training plans as per OPNAVINST 8023.24D. Experience reading and disseminating message traffic, drafting and releasing official message traffic on SIPRNET AND NIPRNET platforms. Experience applying analytical, evaluative and trend analyses methods and techniques in the process of addressing explosives safety programs, industrial operations, resource allocation, controlling inventory, systems of inventory management and workplace safety in support of regulatory compliance and improvement of efficiency and effectiveness of operations. Experience with the laws, regulations, policies, and precedents governing DoD, Navy explosives safety and NAVOSH Programs within NMCLANT and its twenty (20) subordinate commands to ensure regulatory compliance, safety of operations and efficient execution of FOS and industrial processes. Experience with qualitative and quantitative analysis of complex FOS operations issues to include logistics, transportation methods, explosives maintenance operations and processes, repair, storage handling and efficiencies of operation and utilization, manipulation and management of data contained within the Navy's Enterprise Safety Application Management Systems (ESAMS).
