    This position is eligible for telework to applicants who reside in Minnesota or a bordering county along the Minnesota state line. Effective June 1, employees living within 75 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 75 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.

     

    This senior professional position is responsible for conceptualizing, designing and leading the implementation of evidence-based health care policies that improve the health and wellbeing of mothers, infants and families from prior to conception through pregnancy and into the first post-partum year. It is also responsible for leading, collaborating on and consulting on community engagement activities within Healthcare Improvement and Benefit Design (HIBD).

    Responsibilities include:

    + Lead the Integrated Care for High-Risk Pregnancies Program (ICHRP) grant initiative that focuses particularly on women, families, and communities identifying as African American and American Indian. Develop and implement innovative initiatives and policies to improve birth outcomes for infants and health outcomes for mothers.

    + Use data to create an in-depth understanding of the factors affecting birth outcomes and impact of DHS and other policies on these outcomes.

    + Working in collaboration with the Health Improvement and Benefit Design division leadership and staff, develop appropriate payment levers to drive, support and implement the policies outlined above. These may include changes in authorization, changes in managed care contracting, legislative changes to payment policy to support quality improvement (e.g. inclusion of managed care quality measures in managed care contracting). These levers may include payment rates, contract provisions for program success, public reporting of results.

    + LeadPHIteam’scommunity engagementactivities,including thoseinwhichPHI iscollaboratingonwith colleaguesinHIBD,HCAand other DHS partners.

    Minimum Qualifications

    Three (3) years of maternal and/or child health professional experience in a health care, health policy or related setting.

    Experience must demonstrate:

    + _Expertise_ _in_ _the_ _healthcare_ _delivery_ _systems with_ _a_ _focus_ _on implementation_ _of_ _policies,_ _programs_ _and_ _measures that_ _will create change in provider behavior._

    + _Knowledge_ _of_ _industry_ _standards_ _for_ _health_ _care_ _such_ _as_ _research,_ _protocols,_ _guidelines,_ _quality_ _assurance,_ _etc._

    + _Experience_ _using_ _statistical_ _methods and_ _research_ _methodology,_ _particularly_ _clinical,_ _health_ _services_ _and_ _epidemiological research, including data collection and program planning and evaluation._

    Preferred Qualifications

    + _Knowledge_ _of_ _federal,_ _tribal, state_ _and_ _county government,_ _laws,_ _rules,_ _regulations_ _and_ _guidelines_ _regarding_ _Medical Assistance and Minnesota Care programs._

    + _Knowledge_ _of_ _state_ _and_ _agency_ _requirements_ _and_ _procedures_ _sufficient_ _to_ _draft_ _and_ _manage_ _contracts._

    + _Ability_ _to_ _lead_ _and_ _coordinate_ _complex projects where the input and collaboration of multiple sectors of the health care industry is required._

    + _Expertise_ _in_ _multiple_ _facilitation_ _techniques_ _including_ _but_ _not_ _limited to World Café, Open Space Technology and structured facilitation._

    + _Excellent_ _written_ _and_ _oral_ _communication_ _skills_ _sufficient_ _to_ _create_ _necessary_ _documentation_ _of_ _policy while also articulating rationale for complex changes._

    + _Expertise_ _in_ _the_ _concept_ _of_ _fee-for-service_ _purchasing,_ _cost_ _containment_ _and_ _performance_ _measurement._

    + _Variety of experiences working effectively with others from different backgrounds and cultures._
