Primary Function of Organizational Unit
The primary purpose of this unit is to operate a 50, 000 watt FM public radio station that provides training services and provides information, education and entertainment services locally, nationally and globally through our broadcast and digital media platforms. WNCU, 90.7 FM, licensed to North Carolina Central University, has consistently fulfilled its mission to provide quality, culturally appropriate programming to public radio listeners in the Triangle area. The format of this listener-supported public radio station entertains the jazz aficionado, educates the novice jazz listener and disseminates news and information relative to the community-at-large. WNCU is also a NPR member station. The station provides on-air broadcast services to residents living and working within the coverage area and our expanded reach via the web, our mobile app and social media platforms. This broadcast facility is used to support media-related academic programs at the University and to provide public radio services to the general public.
Primary Purpose of Position
The primary purpose of this position is to oversee and manage the overall sound, content and programming of WNCU and to ensure that sound of the station is delivered with the upmost quality and protects the image of the station. The Program Director develops and/or selects some or all of the content that will broadcast on our main channel and HD channels. WNCU strives to create and make accessible diverse programming that reflects the communities the station serves. The Program Director plays a key role in this mission by working with the General Manager in designing and implementing WNCU’s programming policies to conform to the station goals. These goals include engaging more North Carolinians of diverse backgrounds and perspectives with new content and demonstrating leadership and creativity in journalism and broadcast. Employee must be energetic and open to use current and new innovative tactics and resources to advance the programming at the station both on air and on our digital platforms. Employee will produce and coordinate content and materials not only on all of WNCU’s on-air platforms, but also our digital platforms (including social media and the web) utilizing talent, technology, research data and local and national programming based upon expertise in media as well as knowledge of the collective target demographic of the station. This employee shall supervise and manage all on-air announcers and schedule all on-air materials. Employee shall implement programming policies and procedures and communicate them effectively in a professional manner to on-air talent and ensure they are implemented and carried out through monitoring of the station and airchecks. This position ensures that all content is accurate and in conformance with FCC rules and regulations in regard to noncommercial radio. This position also requires management and hands on implementation of the music review and programming on WNCU as well research, analyzing data, reviewing, selecting and transferring music. Employee will be required to train and mentor students, as well as staff and volunteers. Employee must be accessible some evenings and weekends as per the need of the specific station events to advance our operations and positioning in the community and beyond as needed to complete the job.
Required Knowledge, Skills, and Abilities
This position requires demonstrated ability in coaching, music, news, management and exceptional broadcast journalism and production skills, including experience with music, news, and live music and talk programs. The program director will have a minimum of five years of experience in music, preferably jazz formatted, news and information programming, and experience supervising a music and news or broadcast production staff. Professional broadcast journalism experience at a full time music and news and information station is highly preferred. The Program Director will have a strong research and communications skills and understand the importance of disseminating research findings to a broad and diverse listening audience.
Leading candidates will have:
-Ten years of experience as a journalist or broadcast producer. (Will consider an equivalent combination of education and experience).
-Management and supervisory experience, with increasing responsibility in each successive position
-Experience with supervising public radio programming
-Considerable knowledge of radio broadcasting equipment, including digital editing, broadcast operating boards, phone screening systems and portable recording devices
-Superb communication, leadership and management skills
-Exceptional knowledge of jazz and similar genres of music format
-Exceptional written and oral communication skills
-Familiarity with North Carolina, national and international issues is preferred
-Demonstrated ability to plan and meet deadlines, working with materials from a variety of sources and collaborators

Minimum Education/Experience
High school diploma or equivalency and one year of experience related to the area of assignment in a broadcast television, radio and emerging media environment; or equivalent combination of training and experience.

Primary Responsibilities and Duties
**Function** Program Planning, Organizing, and Management
Describe the specific tasks and responsibilities related to the function.
Program Director (PD) monitors the station to ensure compliance with station guidelines and to ensure compliance with the FCC. The PD must possess superb communication skills, superior leadership, attention to detail and organizational skills as well as the ability to be collegial. The PD checks completed logs daily for accuracy and conformance with the FCC rules and regulations and resolve program log errors with the Traffic Director and/or the announcer where appropriate and where time is of the essence. PD must confer with management and production staff to discuss issues such as production and casting problems, budgets, policies, and news coverage. PD coordinates activities between departments, such as news, development, operations and programming. The PD develops promotions for current programs and specials as needed. PD also prepares and develops copy for station imaging, creates imaging packages that cover a specific program like show promotions, station ids, return islands and handles station imaging, with station voices to create continuity on air. The PD directs and coordinates activities of personnel engaged in broadcast music, news and other programming such as underwriting and station promotions. PD will ingest promotional inventory, underwriting inventory and programming inventory in the automation system based on preset clocks and make sure every element and second is synchronized. PD establishes work schedules and assigns on-air and production work to staff members and work together collectively for the best interest of the station. PD evaluates new and existing programming for suitability and to assess the need for changes using information such as audience surveys and feedback that is orchestrated by them and include national data also. Monitors and review programming to ensure that schedules are met, guidelines ae adhered to, and performances are of adequate quality. PD must also ensure the emergency broadcast alerts air per FCC regulations. The PD coordinates and in some cases produces on air promotional support to WNCU social media platforms, the WNCU.org website and the WNCU mobile app. PD directs live broadcast to ensure quality when broadcasting is done remotely for seamless execution from studio to location. PD periodically does air checks for the on air staff to review and enhance sound and cadence across the different dayparts. PD provides content for WNCU.org relative to programming and also provides oversight of WNCU.org including the web stream. The PD has a live on-air show weekly. The PD also works very closely with the development director/development team in regards to underwriting and ensuring scheduling and avails are coordinated accordingly. The PD also works very closely with the development director in the planning and implementation of the fundraisers and production needed to support the fundraising message to ensure the fundraising goals are met. The Program Director will also assist with planning and implementing events relative to fundraising and community engagement and outreach and actively participate in the events, including stage presence and hosting events. The PD shall also prepare reports for the Online Public Inspection File and gather and submit information as needed for any submissions needed to comply with the FCC rules and regulations for monthly, quarterly, annually or biannually submissions. All documents for the online public inspection file on the station’s FCC webpage must also be submitted to management.
**Function** Training and Education

The Program Director (PD) shall provide training and coaching to all on-air talent and colleagues to ensure a quality presentation and consistent sound of WNCU. Thus, this employee must have superb communication skills both verbal and written to support collegiality in the workplace. The employee will host trainings/workshops quarterly with announcers to help enhance the quality and consistency of the sound of WNCU. Methods of training on-air staff will be through monitoring the station and regular aircheck meetings with announcers to help enhance their performance. The PD shall hold regular programming meetings with all on-air contributors at least quarterly. Employee shall have the ability to share their programming expertise, provide guidance receive feedback and make positive implementation of shared ideas where it is the best interest of the station and to convey special industry programming knowledge to staff and volunteer team members in order to achieve the goals of the radio station and ultimately to deliver exceptional sound, consistency and overall quality programming for our audience. PD is required to supplement the academic quality of students by providing workshops for mass communication students as it relates to broadcast and work one-on-one with interns and media practicum students to train and foster relationships with mass communication students that will establish and maximize their professional network and offer the students instruction and practical experiences that demonstrates the theory taught in class and during workshops. The PD must be well versed in understanding, implementing and sharing the rules and regulations outlined by the FCC in THE PUBLIC AND BROADCASTING: How to Get the Most Service from Your Local Station Manual. This is a key resource for operating a noncommercial radio station like ours.
**Function** Analysis and Decision Making

Program Director (PD) is responsible for overseeing and managing the acquisition, storage, and on-air scheduling of music, recorded productions and all other content in systems at WNCU. Employee shall have the skills, knowledge and ability to lead with understanding in decision making in the role as PD and including interaction with team members, our listening audience and anyone else that we connect with through station business. The employee must be able to effectively process all feedback received about the station and/or programming and provide responses in a professional manner. The goal is to always protect the brand of the station. The employee should know how to use automation systems like Wide Orbit and production/editing software like Adobe Audition. PD is also responsible for connecting with the music industry representatives for the weekly jazz report and to create rapport with them to keep new music coming to the station to be reviewed and if selected shared with our listening auding on-air, developing playlists and setting up promotions and other marketing related projects for the radio station. Employee shall be innovative and have the ability to do the research to implement music changes where there is a desire for a certain genre of music or a particular news/information program. PD shall use Music Master or the designated music scheduler and the music library and database to put the selected content in the rotation through Music Master and through the Central Server so that the announcers know what songs, program or other content to play and how often to play them based on audience targeting to key demographics. PD shall receive, review, select, insert and coordinate recorded music from record labels, individual artists and the like, shortlist music for the playlist and decide in consultation and collaboration with the other station personnel what kinds of rotations and categories for each song, (i.e. heavy, medium, light rotation). PD establishes and rotates music according to the genre, categories (i.e. current jazz, re-current jazz and jazz classics) and also the PD oversees and submits weekly reports to JazzWeek. PD oversees, collects, analyzes and submits music airplay reporting to Sound Exchange for compliance with ASCAP, BMI, etc. PD also manages and analyzes data for all specialty music programming with various station talent for weekday and weekend presentation. PD shall also oversee the music library and organization of the library. PD shall work closely with the operations manager in ensuring that on-air programs are scheduled completed daily. PD shall also attend professional development trainings to glean more knowledge and where necessary and in the best interest of the station use their analytical skills to implement the change and work with the staff for their feedback, support and buy in for the advancement of the station and the community we serve.
**Function** Communication (Presentations, Oral, and Written)
Describe the specific tasks and responsibilities related to the function.
Program director will need to have exceptional oral, written and presentation skills and knowledge to effectively communicate with the team internally, students, the campus community, listeners and the community at large and whomever else that we may come in contact with through station business. The employee is required to conduct themselves in a positive and professional manner at all times. Employee will be required to independently originate and produce high quality and sophisticated radio programs of various lengths. PD may serve as an on-air personality for a weekly show, as well as substitute when a slot is needed to be filled. Employee must have the skills to independently organize and schedule tasks, resources and materials to complete individual work assignments and have the ability to reorganize work and adjust workload, if necessary, in response to unanticipated changes or conditions which includes but not limited to response to breaking news or special programming and being able to adjust if the station goes off air with a smooth transition using alternative sources of programming while working with the technical staff to resolve the issue. It is the employees responsibility to ensure that shifts are filled at all times and where necessary they may need to fill-in. Employee shall be able to share expertise, collaborate with other team members, provide clear guidance and convey specialized knowledge to the public, staff, volunteers and students in order to achieve results in the best interest of the radio station. PD shall be able to communicate professionally both verbally and written. Employee is required to have the ability to create and write copy based on subject matter exceptionally well, speak and read well also. PD shall be proficient in creating and posting content on social media, the web and writing and reading content for on-air. Employee shall have the ability to identify and initiate successful methods of establishing and maintaining professional relationships with music labels, industry colleagues, students, the internal team and remains responsive, professional, informative and sensitive to all including our listeners. Employee shall work well with assisting fellow colleagues, students, volunteers and listeners with resolving complex issues and responding to inquiries promptly whether they are from the public or internally. Employee displays the ability to originate, select and convey comprehensive technical information and artistic and aesthetic concepts in unique situations both orally and in writing. Employee must be an excellent communicator with the ability to create a positive and welcoming environment. The employee must collaborate as a team player and lead when necessary. PD shall work closely with the general manager with building a sound and voice for our diverse community both locally and abroad for WNCU. PD will have to create, distribute and analyze surveys for the community to establish the desires of our current listeners and the community at large. Knowledge and interpretation of research and data applications are needed to carry out the data collection. The program director will supervise, conduct and interpret research about the station’s audience service and use that research to enhance WNCU’s programming. PD shall also oversee certain online content and other new media endeavors, to include smart-phone apps, streaming and HD radio. The PD shall also create manual and guidelines to be implemented and shared with the team. Proficiency in the English language is required. The PD shall also create, review for accuracy and compliance and submit our SoundExchange reports quarterly and set the reporting periods to all of the on-air talent in advance of the deadline to ensure we meet the deadline and stay in compliance with this requirement for us as a music station.
**Function** Knowledge - Program/Technical

The Program Director (PD) shall have comprehensive knowledge of technology, applications, techniques, best practices and methods used in the review, selection and implementation process of broadcast content as it relates to the use of music scheduling software like Music Master, automation systems like WideOrbit, production software such as Adobe Audition and/or ProTools, Playlist Editor and familiarity with traffic software such as Natural Logs. Employee must possess extensive knowledge of using Content Depot and other program distribution sources for downloading and uploading broadcast programs. Employee must also demonstrate extensive knowledge of broadcast equipment to the extent that proficient technical support to the operations and engineer are needed such as when there are outages and technical difficulties on campus or off site like at the transmitter site or the antenna location. Also, extensive knowledge of these applications will assist PD with the duty to train staff, students, and volunteers. Employee shall also demonstrate knowledge and great experience with overseeing and contributing content for websites, streaming platforms, social media platforms, transferring of files, maintaining backups to all systems and operating digital consoles as well as other broadcast and production equipment used in radio. Advanced proficiency in these areas are needed to train others and must be able to be performed independently.
