Description
Under general supervision of the Benefits & Leave Coordinator, the Benefits Specialist performs varied administrative and specialized tasks in support of the day-to-day administration of the City's employee benefit programs, while maintaining a very high degree of confidentiality.
Principal Duties
+ Perform extensive customer service-related contact with City employees, retirees, and dependents regarding their benefits and processing of their benefits, to include answering questions, interpreting and explaining employee benefits policies and procedures, performing research, communicating with carriers, and responding to employee and retiree questions regarding all City provided benefits.
+ Perform the day-to-day activities to support all aspects of benefits and leave administration for the City, which includes eligibility & enrollment processing, dependent verifications, earnings and deductions administration; billing/invoicing; claims reviews; system administration, vendor audits and reconciliations, reporting and monitoring, evaluating, and addressing issues.
+ Assist with coordinating activities related to the Employee Health Clinic (EHC), acting as the administrative liaison between the City and the Provider; to include but not limited to facilitating pre-employment activities, substance testing, preventive screenings and vaccinations, and other occupational medicine services.
+ Assist employees with questions, work with third-party administrators to resolve issues to ensure reasonable responses to employee concerns, resolution of issues related to claims or service disruptions, and to confirm accuracy in the application of policy.
+ Perform administrative duties related to maintaining accurate and up-to-date records; generating reporting for annual and ongoing benefits reporting activities; benefits contracts and invoice processing, participating in benefits surveys; assisting with the preparation of audit support materials; providing support to front desk operations; and completing benefits records related requests from internal collaborators and external auditors.
+ Assist with special projects as requested, including but not limited to coordinating and facilitating events such as annual enrollment meetings, health & wellness education, and assisting with other HR related programs and activities
7. Other duties as assigned.
Qualifications
Required: Associate degree and five (5) years of experience related to area of assignment, with working knowledge of employee benefits administration practices or an equivalent combination of education and experience
Texas Driver’s License
Excellent interpersonal, analytical, and problem-solving skills, with strong verbal & written communication abilities
Excellent organizational skills and attention to detail; multi-task and work effectively under time constraints; deal effectively and courteously with associates and the general public
Possess intermediate level computer skills in the use of word processing, spreadsheets, and data entry, as well as the ability to quickly learn software related to departmental functions
Ability to communicate effectively both verbally and in writing; follow oral and written instructions; maintain a high level of confidentiality
Ability to prioritize projects and meet established or anticipated deadlines
Ability to adapt to changing organizational and operational needs
Knowledge of Benefits Administration including knowledge of Healthcare Laws
Preferred: Two (2) to five (5) years’ experience in the human resources field
Certified Employee Benefits Specialist (CEBS) Designation
Knowledge of accounting, contract, purchasing and records management principles
Knowledge of and experience with developing & implementing processes & procedures
Experience working in a matrix style leadership environment
