What We Need
The Customer Financial Management department is a component of the Controller’s division. The department supports many internal and external customers. Internal support is provided to Sales, Product Management, Underwriting, Actuarial, Legal, Banking & Investments, Member Services, Enrollment Operations, Government programs, Consumer Affairs, IT and Contracts by means of ensuring effective collaboration which ultimately ensures adherence to account agreements, corporate procedures, and regulatory requirements while seeking to provide excellent customer service. External support is provided to accounts, brokers, consultants and third party administrators by means of education, service, financial analysis and partnership.
The Systems Analyst is position responsible for the production maintenance of ASC billing and receivable systems. This includes ASP.NET applications, Angular JS, Microsoft Access applications, SSIS processes, and SQL server databases responsible for the billing of approximately four hundred million dollars per month.
Day-to-Day
+ Production support of the Fully Insured unit and ASC Billing and receivables. This includes Self Bill Reconciliations, ASC Billing applications, daily production including Oracle AR, adjustment and invoice uploads and special requests. Responsible for introducing and integrating technological advances into current and future processes to ensure BCBSMA position as a leader and to achieve continued operational and financial efficiency.
+ Provide analytic business support for assigned aspects of customer financial arrangements.
+ Supports the development and implementation of new corporate systems that are integral to the Billing and receivable Management operations.
+ Continuously evaluate current operational efficiencies and suggest process improvements that streamline activities and reduce operating expenses & cycle time while strengthening controls & increasing effectiveness.
+ Support departmental goals by providing systematic processes for projects & corporate initiatives.
+ Generation and analysis of information/reports for the management team.
+ Monitor financial balancing and controls to ensure data integrity.
+ Complete, with minimal supervision, project related deliverables, including reports, process workflow diagrams & project plans.
What You Bring
+ Bachelor’s degree required
+ Minimum of one year analytical experience (e.g. systems support, financial analysis, database administration)
+ Minimum of one year using SQL Server and ASP.NET
+ Strong understanding of JavaScript (preferably AngularJS)
+ Additional experience with databases Netezza, SQL Server, and UNIX preferred
+ Proficiency in the development of analytic applications using ASP.NET, TSQL, SQL Server, and SSIS or similar programming experience required. Experience with Visual Basic for Applications, Microsoft Access, or other tools helpful.
+ Experience using Visual Studio and SQL Server Management Studio
+ Database management- Query optimization, normalization, integrity constraints, stored procedures, record locking, and security.
+ Strong data management skills.
+ Excellent oral and written communication skills.
+ Knowledge of BCBSMA financial arrangements, billing & receivable processes helpful.
+ Ability to independently document business requirements and high level system requirements.

Salary Range: $73,620.00 - $89,980.00
The job posting range is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee’s pay position within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, performance, shift, travel requirements, sales or revenue-based metrics, and business or organizational needs and affordability.
This job is also eligible for variable pay.
