About our opportunity:
The City of Asheville is seeking qualified applicants for the position of Community Development Block Grant – Disaster Recovery (CDBG-DR) Program Manager in the Community and Economic Development Department . The Community and Economic Development Department is responsible for managing the City’s CDBG-DR allocation. This position plays a key role in providing management and oversight throughout the lifecycle of the grant.
Position Summary:
The Community Development Block Grant – Disaster Recovery ( CDBG-DR) Program Manager will provide management and oversight of CDBG-DR programs that include infrastructure, housing, economic development, and public services projects, cross-cutting federal statutory requirements applicable to CDBG-DR, financial management, subrecipient management, and systems of record in the implementation of the CBDG-DR grant. This is a full-time employment position throughout the duration of the six-year grant lifecycle .
What you'll be doing:
+ Act as the primary point of contact for CDBG-DR, building strong relationships, addressing inquiries, and providing oversight of all program operations throughout the program lifecycle.
+ Serve as a Program Manager and provide direction on urgent or essential tasks to ensure the successful completion of each project under the CDBG-DR program.
+ Collaborate with stakeholders throughout the grant application process to ensure successful delivery of program outcomes.
+ Conduct research and analysis on various disaster recovery compliance topics including financial controls, grant outcomes and deliverables, eligibility, program delivery, compliance with 2CFR 200 federal procurement, and general CDBG-DR best practices in administering grants.
+ Support the Community Development Division Manager and the Community and Economic Development Department by providing in-progress program status updates to ensure a strong and consistent quality standard across program deliverables.
+ Participate in and provide input during weekly meetings, project partner meetings, and additional meetings as needed, including work stream management for timely delivery of agendas and meeting notes.
+ Contribute to monthly reports, presenting exceptional quality material covering status updates, synthesized data, and action items.
+ Plan, assign, and direct personnel responsible for administering functions related to the CDBG-DR Program.
+ Supervise and evaluate assigned Community Development staff, fostering a collaborative and supportive team environment.

About you:
We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered:
+ Bachelor’s degree or higher, preferably in the field of finance, accounting, business management, economics, public administration, or a similar discipline.
+ Have a minimum of 7 years experience in federal grants management oversight (preferably Community Development Block Grant, Community Development Block Grant-Disaster Recovery, Emergency Solutions Grant, or HOME Investment Partnerships) managing multimillion-dollar projects.
+ Experience in supervising and motivating staff, fostering a positive and productive work environment, and effectively managing team performance to meet program objectives and deadlines.
+ Experience with working with competing priorities, stakeholders, and vendor/contractor management in different milieus.
