Job Summary
This position works 40 hours per week.
This posting is for an Engineer 3 in the Capital Projects section of Public Works. The position duties include; Assisting the Design Program Manager in the review and delivery of major public works projects design and contract plans, specifications and estimates. Providing project review technical assistance to team members, other departments, outside agencies, and land owners. Assisting with the development and implementation of the capital projects work plan and schedule. Completing complex technical and engineering reports or other writing as assigned. Assisting with the management of internal staff and outside consultants and their work products. Attending and facilitating meetings including those outside of normal business hours when necessary.
The position allocated to this class performs supervisory work as the lead of an engineering, road, environmental or utilities team within the Spokane County Public Works Department. Duties include planning, scheduling and directing work, as well as providing administrative or technical advice, project evaluation and assistance, and advanced engineering design work as needed. The incumbent may supervise project managers, engineers, engineering technicians or related positions. The position may be assigned to assist a Program Manager in management and operations, or report directly to a division or department head. Duties require frequent public contact to explain projects or respond to complaints. Work may require coordination with other departments and program stakeholders.

TOTAL COMPENSATION: $108,703 - $151,412 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
Examples of Duties
+ Directs the activities of staff involved in the design and contract administration of major public works projects; provides Engineering guidance for Capital Projects in the County roads system; and directs the design and specifications writing phase; makes engineering decisions.
+ Directs the activities of the bridge engineering team in the preparation of plans and specifications for bridge projects; performs structural design calculations for complicated bridge projects; develops and approves criteria for design of bridges; and coordinates and administers construction contracts involving bridges.
+ Directs the activities of staff in the land development process; reviews and approves road and drainage plans and calculations for new roads in new plats; reviews design calculations submitted by developers' engineers for conformance with generally accepted engineering standards; and makes recommendations on plans required to obtain approval.
+ Directs the activities of engineering technical personnel in the design, installation and operation and maintenance of traffic signals; prepares specifications cost estimates and supervises the design and preparation of plans for signal installation contracts; directs the activities of first line supervisors in the installation and maintenance of traffic control signs, signals, devices and traffic control stripping; and supervises the design, preparation of plans, specifications, quantities and cost estimates of urban arterial designs.
+ Coordinates the management and operation of the County's traffic safety program including development and operation of the County traffic safety program, traffic records system and road inventory system; coordinates safety activities with state, federal and other agencies; makes application for and directs the performance and completion of safety projects; coordinates the development of long range planning for the county road system; and coordinates and plans the department's responsibility in long and short-plan subdivisions and zoning applications.
+ Directs the activities of engineering technicians and other technical personnel involved in construction inspections of all contract public works construction; supervises survey and materials crews in gathering necessary field information; prepares annual construction work programs; and meets with contractors to discuss project status and resolve technical or administrative details.
+ Directs the activities of third and second line supervisors involved in the maintenance of county roads, bridges, drainage facilities, rights-of-way and other associated appurtenances; manages county equipment fleet and repair facilities; prepares annual maintenance work program and budget; submits work program and budget to operations engineer for review and approval; coordinates work schedules prepared by supervisors; and monitors project progress; inspects field work.
+ Directs the activities of lower classed Engineers, Engineering Technicians and Waste Water Treatment Plant Operators involved in design and operations of the Utilities Department; reviews contracts and specifications for solid waste treatment or disposal; coordinates construction inspections, advises on resolving operational problems, and supervises utility billing.
+ Provides planning, design and construction management oversight of County sewer related projects for new construction and upgrades to existing systems.
+ Provides design review and oversight to ensure additions to the sewer system proposed by private developers meets design and construction standards and quality of the overall system.
+ Manages the spatial database development and maintenance to support the needs of the Design Section as well as other Department sections, the County, the general public, consultants and other agencies.
+ Manages compliance with multiple environmental permits, both for limited term construction projects and long-term facility operations.
+ Performs other related duties as required/assigned.
Minimum Requirements
+ Bachelor’s degree in engineering from an accredited college.
+ Three (3) years of experience at a level equivalent to Engineer 2; or substituting course work or training in supervisory practices for up to six months of experience.
+ Registration as a Professional Engineer within the State of Washington.
+ Possession of a valid Washington Driver's License at time of hire and for the duration of employment.

PAID TIME OFF
Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County.
PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).
Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.
Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.
INSURANCE BENEFITS
Medical Insurance
Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.
Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
RETIREMENT
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
VOLUNTARY BENEFITS
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.
Travel Assistance
Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.
Flexible Spending Plan (FSA)
Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.
Voluntary Term Life Insurance
Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
