    General Description

    This is a managerial position responsible for the maintenance and operation of the City owned street lighting system. This incumbent supervises engineers, engineering technicians and clerical personnel in the delivery of a well-planned, cost-effective maintenance and operation program. Extensive contact with the public, consulting engineers, professional staff of local utilities, governmental agencies and City departments is required. Work is performed independently with general direction from the City Engineer. Related work is performed as required.

    Typical Work Activities

    + Coordinates the maintenance and operation of City owned street lighting facilities through the purchase of material and equipment and oversight of the contractual agreement for the maintenance and installation of street lighting equipment;

    + Reviews the lighting portions of street system construction, rehabilitation, and maintenance project plans to ensure aesthetics and uniformity and reviews completed work to ensure specification compliance;

    + Develops and monitors the operating and capital budgets for the street lighting division;

    + Writes and reviews contract specifications developed by staff members for the maintenance and construction of street lighting systems, purchase of materials, and coordination of technical changes with the electric utility company;

    + Manages citizen complaints and concerns regarding street lighting through the determination of light fixture ownership (City or Rochester Gas and Electric) and appropriate response;

    + Analyzes current lighting maintenance system contract and makes recommendations for improved service and cost-effectiveness;

    + Reviews and critiques utility requests for rate increases and provides testimony on the City's behalf at public hearings;

    + Collects data and prepares capital improvement reports for the Street Lighting Program;

    + Directs, reviews, and evaluates studies, projects and programs related to Street Lighting;

    + Acts as the City’s liaison with private insurance companies to recuperate expenses associated with damaged portions of the City’s street lighting system;

    + Consults with contractors, consulting Engineers and other City departments, other governmental agencies and utilities regarding engineering operations and policies related to lighting operations;

    + Meets with neighborhood and community groups to discuss street lighting concerns;

    + Writes correspondence and narrative reports for the Street Lighting Program.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS: (located on the job spec/promotional field is on the exam order sheet MSD-300)

     

    + Bachelor’s degree* in Civil Engineering, Electrical Engineering, Construction Technology, or closely related field PLUS three (3) years of experience in the design of urban street systems which included street lighting or experience reviewing street lighting projects for contract compliance;

    OR

    2. Associate’s degree* in Civil Engineering, Electrical Engineering, Construction Technology or closely related field PLUS five (5) years of experience in the design of urban street systems which included street lighting or experience reviewing street lighting projects for contract compliance.

    *Candidates who expect to receive this degree or diploma by August 1, 2025, may participate in the examination. If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration Unit. Proof must be submitted no later than 2 (two) months after the completion of your degree or diploma; failure to do so will result in the removal of your name from this list.

     

    Exam Information

     

    Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills and/or abilities in the following areas.

    Basic Principles of Electricity:

    These questions test for knowledge of basic electrical principles including such areas as electric circuit wiring, grounding and insulation; relationships between voltage, current, and resistance in electrical circuits; characteristics of direct current and alternating current circuits; and properties of series and parallel electrical circuits.

    Plans, Specifications and Wiring Diagrams:

    These questions test for knowledge of the purposes and proper use of various types of electrical system plans, specifications, and wiring diagrams; and for the ability to read and understand electrical system schematics, wiring diagrams, and written specifications.

    Operation, Maintenance and Repair of Street Lights and Electrical Control Systems:

    These questions test for knowledge of the principles and practices involved in the operation, maintenance, and repair of street lighting systems; and may include such areas as the characteristics of various types of street lighting systems and street lamps; principles involved in locating and installing street lights; troubleshooting and repairing street light problems; control systems used for street lights and street lighting circuits; maintaining the visibility of street lights; and safe operating procedures.

    Administrative Techniques and Practices:

    These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.

    Test Guide:

    + The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available online at: https://www.cs.ny.gov/testing/testguides.cfm.

    + The Central Library of Rochester and Monroe County MAY have exam-related material, as well as other branches. (i.e., CSEA Exam Preparation booklets)
