    General Description

    This is an administrative/managerial position overseeing the operation of the Central Vehicle Maintenance Facility. The primary function of the incumbent is to manage a workforce of skilled, semi-skilled, laboring, clerical, and technical personnel who are responsible for the maintenance and repair of a City-wide fleet of vehicles and equipment. While it is necessary to manage a large workforce of diversified employees, direct supervision is minimal. The incumbent must deal professionally with sales representatives, the public, and other city departments. The employee works under the general supervision of the Director of Operations. Performs related work as required.

    Typical Work Activities

     

    + Develops, maintains and utilizes equipment data control systems for preventive maintenance, overhaul and inventory scheduling;

    + Develops and maintains systematic programs for inventory control, purchasing, timekeeping, payroll authorizations and career development of personnel;

    + Approves and reviews schedule priorities and overhaul periods;

    + Acts as a liaison with sales representatives in analyzing product performance, availability and costs for purchase and/or lease;

    + Prepares equipment replacement schedules and budget requests;

    + Reviews personnel performance;

    + Provides input and review of equipment specifications;

    + Oversees operations of Central Vehicle Maintenance Facility;

    + Implements and enforces City and Bureau safety policy;

    + Trains and counsels subordinates in safety practices and meets regularly with them to discuss safety concerns;

    + Operates heavy equipment or vehicles on as needed or emergency basis.

    Minimum Qualifications

    High School diploma or GED PLUS

    1. Two (2) years of experience as a fleet manager, service manager, or repair manager directing the maintenance and repair of varied types of motorized equipment, including heavy equipment, in a maintenance facility;

    OR

    2. Three (3) years of experience as a manager of a major operation, which included the repair and maintenance of heavy equipment.

    SPECIAL REQUIREMENTS:

    + Possession of a valid New York State Class D operator's license at the time of appointment.

    + Possession of a New York State Class B Commercial Driver's license with air brake endorsement within 6 months of appointment. Incumbents must maintain this license throughout their employment.

    *Candidates who expect to receive this degree or diploma by August 1, 2025, may participate in the examination. If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration Unit. Proof must be submitted no later than 2 (two) months after the completion of your degree or diploma; failure to do so will result in the removal of your name from this list.

     

    Exam Information

     

    Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills, and/or abilities in the following areas.

    Fleet Management:

    These questions test for knowledge of the principles and practices involved in managing a fleet of motor vehicles, including such areas as proper preventive maintenance techniques, accident prevention and safety, economics of vehicle operation, repair, and replacement, and setting appropriate staffing levels in a fleet management facility.

    Maintenance and Repair of Mechanically and Electronically Controlled Internal Combustion Engines:

    These questions test for knowledge of the technical operating characteristics of internal combustion engines, including the ability to troubleshoot symptoms of poor operation and to diagnose and repair typical mechanical or electrical system problems, including computer-controlled systems.

    Scheduling Work and Equipment:

    These questions test for knowledge of work scheduling principles and for the ability to arrange work and equipment assignments in a manner that will achieve work goals while staying within scheduling criteria. This may include such areas as setting up vacation or work schedules, taking into consideration such factors as seniority, work skills, duty hours, and shift coverage.

    Administrative Supervision:

    These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper-level supervisor and their subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

    Administrative Techniques and Practices:

    These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.

    + The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available online at: https://www.cs.ny.gov/testing/testguides.cfm.

    + The Central Library of Rochester and Monroe County MAY have exam-related material, as well as other branches. (i.e., CSEA Exam Preparation booklets)
