We are looking for a Children and Youth Behavioral Health Stakeholder Specialist for the Office of Behavioral Health Initiatives and Coverage (BHIC)!
The Office of Behavioral Health Initiatives and Coverage (BHIC) is responsible for the administration and performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. BHIC plays an instrumental role in achieving the mission of HCPF to improve access to cost-effective, quality health care services for Coloradans. Within BHIC, the Senior Advisor for Behavioral Health and Access is responsible for advising on policy and program to expand and improve access to behavioral health.
We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.
Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.
Description of Job
HCPF welcomes your interest in the Children and Youth Behavioral Health Stakeholder Specialist position. This position is responsible for stakeholder engagement to enhance the children and youth behavioral health system in Colorado. Children and youth with behavioral health challenges may require a multi-system level of care that can duplicate and fragment services. To avoid these problems, keep families together, and support caregivers during a child's or youth's behavioral health challenge, departments and political subdivisions of the state must collaborate with one another.
Responsibilities in this position include:
+ To better serve the needs of multi-system involved children and youth, Colorado will be undertaking system enhancements:
+ 1) implementation of high-fidelity wraparound services for Medicaid enrolled children and youth;
+ 2) development of a statewide screening, assessment, and single referral and entry point for children and youth at risk of out of home placement; and
+ 3) planning a pilot program that integrates different funding sources that can serve this population.
+ Specialize in administering a comprehensive, inclusive, and diverse stakeholder relations strategy for these enhancements.
+ Collaborate with state departments, families, providers, managed care entities, counties and other relevant stakeholders.
+ Communications verbally and in writing with these different parties.
+ Represent children and youth behavioral health at the Department to external stakeholders.
+ Collect, analyze and synthesize information from external parties to report back to Department staff.
+ Analytical and writing skills to prepare Legislative Requests for Information and other external facing reports, including other Department staff as needed.
+ Evaluate and consult on area metrics and develop plans and processes for sharing program performance data with external stakeholders.
+ Liaison to the Department of Human Services teams for System of Care implementation—including training teams with the ACC and development of statewide screening, assessment, and single referral and entry point plans.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Option 1:
Experience Only:
Six (6) total years of professional experience in stakeholder engagement; public affairs; project management; communications; government administration; children and youth behavioral health policy development, analysis, and implementation; or an occupational field closely related.
Option 2:
Education and Experience:
Bachelors degree from an accredited institution in the social sciences, such as sociology or psychology; the humanities, such as history or ethnic studies; business; public administration; or a field of study related to the work assignment
and
Two (2) years of professional experience in stakeholder engagement; public affairs; project management; communications; government administration; children and youth behavioral health policy development, analysis, and implementation; or an occupational field closely related.
An advanced degree from an accredited institution in the social sciences, such as sociology or psychology; the humanities, such as history or ethnic studies; business; public administration;
or a field of study related to the work assignment may be substituted for relevant years of professional experience.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
+ An associates will count as two years of experience
+ A bachelors will count as four years of experience
+ A masters degree will count for six years of experience
+ A doctorate or juris doctorate degree will count for seven years of experience

CONDITIONS OF EMPLOYMENT
