ABOUT THE WORK UNIT
The Office of Adult and Juvenile Justice Assistance (OAJJA) administers federal and state criminal and juvenile justice funding programs and provides staffing support to the Justice Assistance Grant (JAG) Board and the Juvenile Justice and Delinquency Prevention (JJDP) Council. In addition, OAJJA staff are actively involved in policy initiatives intended to improve the criminal and juvenile justice systems. The Governor-appointed Juvenile Justice and Delinquency Prevention (JJDP) Council establishes funding priorities for the funding from the OJJDP and serves in an advisory capacity to the Governor and State legislature as well as state agencies on juvenile justice and delinquency prevention matters. Similar to the JJDP Council, the Governor-appointed Justice Assistance Grant (JAG) Board establishes funding priorities for the Justice Assistance Grant and serves in an advisory capacity to the Governor and State legislature as well as state agencies on criminal justice matters.
The OAJJA administers federal grants under the Department of Justice to address and support criminal and juvenile justice programs, initiatives, and system improvement efforts. The office receives formulated grants from the Bureau of Justice Assistance that include the Edward Byrne Memorial Justice Assistance Grant (JAG), the Byrne State Crisis Intervention Program(SCIP), the Project Safe Neighborhood Grant Program (PSN), the John R. Justice Grant Program, and the Residential Substance Abuse Treatment Grant Program (RSAT). In addition, they administer the National Criminal History Improvement Program (NCHIP) available through the Bureau of Justice Statistics and the Paul Coverdell Forensic Science Improvement Grant Program available through the National Institute of Justice. The OAJJA also administers grant funds from the state General Fund that include the Juvenile Diversion funding, and multiple public safety grant programs that support community-based partners, local governments, tribes, justice systems agencies, and law enforcement.
The unit staff conduct statewide activities including, but not limited to, development and/or implementation of public policy and guidelines for the implementation of effective criminal and juvenile justice programs; administration and implementation of grant management policies and rules; training of grant applicants on policies and procedures and effective grant management practices; provision of technical assistance to grantees on criminal and juvenile justice systems issues and ongoing implementation and evaluation of grant projects; monitoring of grant project performance and data collection and reporting to the legislature, the general public and the federal government. The Office of Adult and Juvenile Justice Assistance (OAJJA) facilitates coordination between the federal, state and local departments of criminal and juvenile justice, including law enforcement, adult and juvenile probation, adult and youth corrections, mental health, substance abuse treatment, and education on issues regarding criminal and juvenile justice system improvement and violent crime in Colorado.

ABOUT THE POSITION
The purpose of this position is to analyze, compare, monitor, and report on the financial activities of subgrantees for the state Juvenile Diversion program, the Juvenile Justice Formula Title II program, and any other federal or state funded grant programs as assigned that include, but may not be limited to, federal formula grants, federal competitive grants, grant awarded from private entities or funded through the State’s legislative process. This includes reconciliation of program expenditures with the states accounting system, reviewing budgets from grant applications, processing grant agreements, reviewing quarterly expenditures reported by subgrantees, processing payments to subgrantees, reconciling grant charts to the State’s accounting system (CORE) and the work unit’s grant management system, reviewing grant status with program managers, and performing financial monitoring on subgrantee expenditures. Provides financial support, leadership and technical assistance to subgrantees throughout the state.
Key Responsibilities
Review Quarterly Financial Reports, Cash Requests, and Budget Modifications
Reviews financial quarterly reports and the extensive back-up documentation submitted by the grantees and determines the accuracy and appropriateness of the reported expenditures. Reviews payment requests and budget modification requests by comparing expenditures to disbursements and tracking spending patterns to determine if the requests are appropriate and within the accepted grant management procedures of the program. Provides information and recommendations to the program managers as to the approval, denial, or modification of financial requests from grantees based upon an extensive analysis of the payment requests for each assigned grant program. Works with grantees to rectify problems with payment requests and explain to them why a payment request can or cannot be processed. Processes disbursements of approved funds through CORE. Notifies grantees of errors or omissions in reports and works with them towards a satisfactory reconciliation.
Reviews files for closure of the awards to determine if all requirements of the grant agreement have been met and if funds have been properly expended. Ensures that data contained in the grant management system is accurate and in agreement with CORE.
Analyze/Reconciliation of Spending & Generation of Reports
+ Reconciles monthly and year-end grant expenditures to the state accounting system (CORE). Analyzes data, identifies and resolves problems using appropriate accounting procedures. Verifies fiscal compliance by the work unit and its grantees for fiscal year opening and closing activities.
+ Assembles, analyses, reviews and approves information for budgeting and reporting purposes.
+ Prepares and distributes reports that are used by departmental management, OAJJA Boards, the legislature, the Governor, Colorado’s Congressional Representatives and Senators, and others. These reports are utilized for grant funding decisions, decisions by the Legislature, and other state agencies. Collects data from OAJJA grantees and compiles, analyzes, and oversees the communication of that data to federal and state entities, including SAM.gov and Zoom Grants (or the current grant management system).
+ Acts as a liaison for OAJJA with Division and Departmental staff in accounting, purchasing, and administration to exchange information, clarify misunderstandings, and identify and resolve problems. Establishes and maintains professional working relationships with administrative officials and grantees.
Review Financial Portions of the Competitive Grant Application Process
P articipates in the competitive grant application processes by reviewing applicants’ budgets for accuracy, allowable expenses, and compliance with program guidelines prior to funding meetings. Recommends to the program manager any necessary corrections that need to be made to the financial reports. Assists with compiling comparison data for staff and board members which is used at the funding meetings. Following funding decisions, input and updates data submitted for required grantee award reports.
Technical Assistance, Compliance, and Monitoring of Grantees
Provides technical assistance to grantee recipients to ensure financial compliance with complex state and federal grant requirements, policies, and regulations. Assists grantees with modifications to their internal reporting and tracking systems to enable them to accurately report grant activities per Division of Criminal Justice requirements. Notifies grantees of errors or omissions in reports and works with them toward satisfactory reconciliation.
Conducts in-depth financial monitoring of grantee agencies to determine whether the agency is in compliance with the requirements of the grant. Makes recommendations to grantees to assist them with reporting and compliance issues. Determines which grantee agencies should be scheduled for monitoring visits by review of quarterly reports and cash requests, and by consulting with the program administrator. Determines which grantees should provide back-up documentation for their monthly or quarterly reports and provides an in-depth review of the materials to look for improper accounting practices and to a ddress any financial issues and problems with the grantee. Conducts site visits of grantees to assess compliance with civil rights, administrative and financial regulations.

Experience Only:
Seven (7) years of full-time relevant experience in in grants or contracts with activities that include financial auditing.
Relevant experience includes: grants management, grant administration, contract administration, managing restricted funds.
OR
Education and Experience:
A Bachelor's degree and three (3) years of full-time relevant experience in grants or contracts with activities that include financial auditing.
Relevant experience includes: grants management, grant administration, contract administration, managing restricted funds.
OR
A Master's degree AND two (2) years of professional in grants or contracts with activities that include financial auditing.
Relevant experience includes: grants management, grant administration, contract administration, managing restricted funds.
