Position Summary Information
General Summary
TheBuried Wastewater Infrastructure Asset Managerposition will support the Pipeline Infrastructure Strategic Planning Division in the development and implementation of the Asset Management Program ( AMP ) within the Utility Service Department. The position is responsible for the development of WSSC Water’s buried Water/Wastewater Asset Management Plans, including analysis of buried infrastructure asset performance and risk exposure data and determination of buried water/wastewater infrastructure asset operational, maintenance, and capital investment strategies. The System Asset Strategy Manager provides support to the Water/Wastewater Systems Assessment Division and the operation/maintenance management and staff to provide input to improve the management and sustainability of the water/wastewater buried infrastructure.
Essential Functions
+ Undertakes management of buried water/wastewater asset management implementation activities according to the Enterprise Asset Management Program and the departmental work program determined by the Division Manager
+ Closely coordinates with Utility Services Maintenance Division Managers to enhance efficiency in operations and maintenance strategies
+ Ensures that the outcomes of WSSC Water Asset Management Program implementations meet the needs of strategic investment planning for the buried water/wastewater infrastructure including the development of asset strategies and asset management plans
+ Utilizes data analytics to optimize operations and maintenance activities and cycles
+ Prepares technical and reports regarding the performance of the buried water/wastewater infrastructure assets and tracks the effectiveness of asset management strategies in reducing risk and improving cost and service level performance
+ Leads and coordinates staff responsible for the development of underground infrastructure asset strategies and the development of the Asset Management Plans
+ Supports the development and implementation of the Enterprise Asset Management processes and procedures
+ Facilitates updates on Performance Assessment and Business Risk Exposure scores and the identification of condition assessment and performance needs
+ Validates failure criteria based on new input regarding levels of service or budget and validates the shape factor/decay curves for probability of failure
+ Reviews/revises Management Strategy Groups and facilitates the validation of existing and/or the development of new asset replacement costs and/or revise replacement costs as necessary
+ Utilizes asset management modeling software to generate list of water/wastewater buried assets that are under-performing and/or “at risk” assets and identifies candidates for rehabilitation and replacement
+ Utilizes Asset Management software to determine water/wastewater buried optimal renewal/rehabilitation/replacement timing and cash flow requirements
+ Supports the review of “at risk” water/wastewater buried assets and identifies which assets require immediate attention for risk reduction, which should be monitored, and which should be run-to-failure
+ Assesses root cause of failures and track and monitor failure modes and rates, and develops/updates decay curves where relevant
+ Identifies risk reduction strategies and/or projects
+ Develops cost estimates and inputs risk reduction or study cost information and timing into the Asset Management modeling software
+ Reviews and validates water/wastewater buried infrastructure needs submitted by staff through the Project Needs Validation Process and supports staff in completing the Project Initiation Form ( PIF )
+ Coordinates the completion of the Initial Project Validation Assessment ( IPV ) process
+ Recommends water/wastewater buried infrastructure funding requirements and helps to set Operating and Capital budget priorities
+ Updates the water/wastewater buried Asset Management Plans Confidence Level Ratings ( CLR ); monitors the CLR for data; and provides recommendations on how to improve the CLR
+ Supports training and other hiring/recruitment needs associated with the Asset Management Program
+ Initiates the approval process for the water/wastewater buried infrastructure Asset Management Plan
+ Drives a vehicle to conduct WSSC Water business
Other Functions
+ Sets/implements water/wastewater buried infrastructure operations and maintenance strategies
+ Assists in the preparation, review and approval of programs and projects to monitor water/wastewater buried infrastructure industry trends and future directions
+ Coordinates and/or develops cross-functional teams as required to execute asset management research and investigations designed to determine appropriate water/wastewater buried asset strategies as needed
+ Assists in the preparation, review and approval of research and analysis to improve the overall management of the water/wastewater buried infrastructure for reliability, risk, cost and service level delivery basis
+ Works closely with various sections/divisions to assist in the implementation of the Sewer Reconstruction Program Large Diameter Water Pipe and Large Valve Rehabilitation and the Water Reconstruction Program
+ Performs related duties as required

Required Knowledge, Skills, And Abilities
+ Thorough knowledge of buried infrastructure lifecycle management and cost structures (maintenance, operations, capital)
+ Thorough knowledge of buried infrastructure equipment including operations, maintenance and performance management
+ Thorough knowledge of buried infrastructure regulatory permit requirements
+ Comprehensive knowledge of the principles and practices of asset management (adhering to the EPA and the International Infrastructure Management Manual)
+ Thorough knowledge of the water/wastewater industry, including detailed knowledge of water/wastewater core business processes
+ Ability to coordinate and lead a team and possess effective leadership skills
+ Demonstrated team building, leadership, project management and effective verbal and written communication skills
+ Ability to prepare and effectively present highly technical and complex reports and estimates both verbally and in writing
Minimum Education, Experience Requirements
+ Bachelor’s degree in Civil, Sanitary or Environmental Engineering, Business Administration, Public Administration, or related discipline
+ 6 years of progressively responsible technical experience in water/wastewater and utility operations, including 3 years of experience in managing projects
OR
+ High School diploma or equivalent
+ 10 years of progressively responsible technical experience in water/wastewater and utility operations, including 3 years of experience in managing projects
Additional Requirements
+ Possession of a valid driver’s license, with no more than 4 points, and ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer date
+ Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
+ High-level proficiency in Microsoft Office, Arc View, CMMS , and Asset Management software
+ Licensed in the State of Maryland as a Professional Engineer
Salary$118,178 - $201,222
