    Position Summary Information

    General Summary

    ThePermit Agentperforms a variety of engineering-related duties, technical and administrative tasks, and customer relations functions in support of Permit Services and other engineering offices within the Commission. Permit Agents prioritize, track, and coordinate multiple projects and extensively use multiple web-enabled and corporate database systems to accurately determine and assess a wide variety of fees; and efficiently processes financial transactions, ensuring compliance with operational and audit guidelines.

    Essential Functions

    + Reviews, approves, and processes a variety of basic to complex residential and non-residential service applications and verifies compliance with WSSC Water resolutions, Plumbing and Gas Fuel Code, rules, and regulations and applicable legal requirements

    + Administers the reception,review, and processing of the waste hauler permit applications, waste hauler disposal manifests, septage manifests, notice of violations, civil citations, compliance directives and maintenance directives in accordance with the consent decree guidelines, internal audit and using LINKO or other databases

    + Coordinates and communicates with Regulatory Services Division and/or directly with the hauler/contractor to resolve any FSE and/or hauler manifest issues

    + Administers the license issuance process of master plumbers, gasfitters, journeyman, drain/sewer cleaner and cross connection in accordance with the plumbing and fuel gas code guidelines

    + Researches and interprets water and/or sewer construction plans, preliminary plans, record plats and legal descriptions to ascertain property ownership and reviews for availability of existing and proposed water and/or sewer

    + Examines and approves associated engineering/construction drawings to determine type and size of services required

    + Tracks developer-built and WSSC Water-built projects using various databases to ensure accuracy of project information

    + Confers with WSSC Water plan review inspectors, DSG and system inspection contract managers to ensure permit and project-related requirements are properly coordinated and timely follow-up with customers is achieved

    + Daily computes, levies, and collects a wide variety of fees based on Commission-approved rates, including System Development Charges and issues pre-approved exemptions and credit vouchers

    + Responsible for maintaining and balancing a daily cash drawer

    + Independently conducts broad analysis and research preparing refunds related to system development charges, connection, plumbing/gasfitting permit and inspection fees

    + Approves the release of residential and non-residential building certifications to Prince George’s and Montgomery County

    + Independently conducts broad analysis and research preparing refunds related to System Development Charges, connection, plumbing/gasfitting permit and inspection fees

    + Communicates with County officials, developers, and engineers on matters directly related to the WSSC Water policies/procedures, plumbing code, fees, legal documents that apply to new development or redevelopment when connecting to our water/sewer system

    + Assists the Intake Section (Permit Specialists) with performing pre-screen (acceptance/rejection) of all project submittals according to the established DSG project submittal requirements

    Required Knowledge, Skills, And Abilities

    + Knowledgeable in reading and interpreting all phases of engineering drawings conceptual design or plumbing plans and a variety of maps used throughout the development services (DS) process such as 200-foot sheets, plats, right-of-way/easement documents, topography maps, and as-builts

    + Knowledge of the principles and practices of commercial FSE fats, oil and grease control and processes

    + Good research, analytical, organization and documentation skills culminating in the ability to make sound decisions based upon prescribed policies and procedures

    + Ability to gain working knowledge of existing WSSC Water information systems such as GIS , PPIS , CSIS , AIS , MMIS , LINKO , ERISA , online permitting applications, electronic plan review application (i.e.ProjectDox), microfilm records, or other database systems

    + Ability to use external information systems such as MD Assessments database, Maryland Land Records, Prince George’s and Montgomery County’s Water and Sewer Plan Amendments to effectively read, research and comprehend legal descriptions for property research

    + Ability to read and interpret basic to moderate engineering drawings, plans, plats, maps, right-of-way/easements and covenant documents

    + Ability to gain full knowledge regarding various service connection/abandonment constraints, deferred payment resolutions, various state-mandated SDC exemption programs, and WSSC Water’s CIP developer-related reimbursement program

    + Ability to gain working knowledge of WSSC Water Plumbing and Fuel Gas Code, certain design and construction standards, pertaining to the processing of a variety of service applications and review of basic and moderate SEP and onsite plans

    + Ability to accurately compute and levy a variety of fees and SDC charges in accordance with Commission approved fee schedule

    + Ability to deal tactfully and communicate effectively with officials and the public in order to intelligently discuss or resolve permit and development-related problems

    + Ability to communicate effectively in both verbal and written forms

    Minimum Education, Experience Requirements

    + High School diploma or equivalent

    + 3+ years of sub-professional engineering or technical experience in reading and interpreting engineering drawings, plans and plats, or related permit or project administration experience (OR 20 college level credits in engineering-related courses)

    + 2+ years of experience in the use of software applications (i.e. Word, Excel, Outlook)

    Additional Requirements

    + Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

    + Overtime hours may be required at times

     

    Preferences

     

    Additional years of experience preferred.

     

    Salary$31.18 - $53.00
