For Water Street Mission to fulfill its mission and purpose, it is critical for all staff to participate in the development and maintenance of a healthy Christian Community. By living out our faith with one another and creating a space where our guests are invited to experience that community with us, we participate in lives being restored. Even as some positions have minimal direct contact with guests, each staff member has an essential role in forming and maintaining Christian community. The love of Christ, evidenced in our Water Street community, is the real impetus for change with our guests.
Job Summary: The Outreach Community Program Manager is responsible for connecting with our neighbors to cultivate relationships that build community and lead to Christ-centered restoration. The Manager develops programming and services that meet the basic needs of neighbors, link them to essential resources, and provide opportunities for holistic personal development.
FLSA: Full-time, Non-exempt

Essential Functions:
Culture and Values
+ Share the Good News of Jesus Christ in words and actions with people we serve, communicating hope and dignity.
+ Walk alongside fellow WSM staff in Christian community as we journey toward maturity.
+ Encourage restoration in the lives of coworkers and guests, recognizing we are each restored by God to become restorers.
+ Work in full coordination with other WSM staff at all times to identify, report and respond appropriately to any potential threats to the safety and wellbeing of guests.
Role Specific Responsibilities
+ Collaborate with the Community Resources Team, with direction from the Director of Outreach, to develop a vision and innovative strategies for program growth and impact.
+ Create an invitational and inclusive presence ministry in the programming spaces of Outreach to cultivate relationships and foster a sense of belonging within the community.
+ Manage the daily operations of Outreach programming spaces, ensuring they remain welcoming and supportive. Oversee facility maintenance to guarantee a safe, clean, and well-equipped space that fosters effective program delivery.
+ Develop, coordinate, and oversee programming in partnership with internal WSM departments and external community organizations.
+ Build and maintain relationships with local churches, businesses, schools, community groups, and other organizations to enhance program offerings and collaborative efforts.
+ Work closely with Marketing to create and distribute outreach materials, including brochures, social media content, and email newsletters, to increase program awareness and engagement.
+ Train and supervise staff and volunteers serving in programming. Work alongside the Volunteer Coordinator to anticipate needs and maintain a volunteer network.
+ Facilitate opportunities for personal spiritual growth and missional community to develop among our neighbors and regular volunteers.
+ Communicate, enforce and support WSM policies related to those served in Outreach.
+ Measure the effectiveness of outreach efforts to achieve organizational goals.

+ q Be able and willing to share the Gospel and participate in the ministry activities of Water Street Mission.
+ q Subscribe to the Water Street Mission Statement of Faith and Qualifications of Employment upon hire and continuously while employed.
+ q Adhere to the Water Street Mission Employee Handbook.
Education and Experience:
At least two years' experience in community outreach or nonprofit program management. Proven experience in program development, administrative operations, and people management. Demonstrated ability to coordinate volunteers, engage diverse communities, and cultivate strategic partnerships. Spanish language proficiency is strongly preferred. Bachelor's degree or equivalent experience, with commitment to lifelong learning. Strong evidence of active Christian formation, spiritual maturity, and leadership gifts. Valid PA Driver's License required.
