Job Description
Reporting to the Deputy Director, the Assistant Director will lead the Release Adjustment Unit, supervising a team of analysts responsible for managing the creation, adjustment, and cancellation of blanket service release requests across Operations. This role ensures that operational programs, systems, and funding processes run smoothly and efficiently by overseeing troubleshooting efforts for Oracle-related payment and cancellation issues, managing special funding or account adjustments, and resolving requisitions or releases in incomplete status. The Assistant Director will also work closely with Procurement and IT to address system-related challenges, research requisitions that fail to auto-generate releases, and implement process improvements.
In addition to supervising the team, the Assistant Director will take an active role in complex issue resolution, guiding analysts in their daily work, processing critical or high-impact requests when needed, and ensuring adherence to financial and operational guidelines. This role requires strong leadership, analytical skills, and the ability to collaborate with key stakeholders to enhance efficiency and drive solutions.
Responsibilities include but are not limited to the following:
- Prepare overall work schedules and coordinate workflow.
- Review work of subordinates for effectiveness, efficiency, and compliance with established rules and guidelines.
- Provide support and conduct trainings on Oracle-related processes for property management and Operations departments.
- Troubleshoot Oracle-related issues.
- Review documents submitted by property management and departments to ensure conformity to procurement requirements.
- Analyze complex financial, procurement, and operational data and make recommendations for problems.
- Perform analyses and prepare briefings.
- Maintain controls and enhance procurement procedures to facilitate different divisions in resolving Oracle-related problems.
- Collaborate with IT and other departments to conduct Oracle testing.
- Coordinate with the Operational Programs and Analytics Unit in DMP on quarterly encumbrance reviews.
- Perform other related duties assigned by the supervisor.
Additional Information
1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Procurement Analyst to apply.
2. Candidates with permanent civil service status in the titles of Administrative Staff Analyst or Administrative Manager will also be considered.

Qualifications
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
